Applications for Staff Mobility for Teaching to Non-European Countries (funded by Erasmus+ KA107 Program) for the 2018-2020 Project Period (1st Call)

Dear Faculty/Institute Members,

The 1st call for application period for Academic Staff Mobility for Teaching to non-European countries (2018-20 project) has been launched. Applications will be taken between 24 April 2019 to 31 May 2019.

Mobility activities within the framework of this call must take place until 15 May 2020.

Erasmus+ KA107 Staff Mobility for Teaching Assignments (STA) is a fully funded mobility activity that allows academic staff of a Higher Education Institution (HEI) to teach and carry out joint academic/educational activities at a partner HEI in the program countries around the globe. Erasmus+ KA107 Staff Mobility for Teaching Assignments can include a variety of activities such as lecturing, hands-on teaching activities, giving seminars and organizing workshops.

Please find the list of countries and partner universities which can be visited under this call attached to this e-mail. The Program budget can only be used for mobility to the partner universities in the list specific to this call. Funding cannot be provided for mobility towards non-partner universities.

If the university that you would like to visit is not in the attached list, please contact METU ICO, who can assist you in the process of building a new partnership with that university. Your contacts may facilitate the partnership building process. The new partnership agreement must be signed before the application deadline. Moreover, please be aware that once the agreement has been signed, it will be open to the applications coming from all METU faculty/institute members.

The partner list and the total budget for maximum weeks are subject to change. Total budget for maximum weeks may increase depending on the budget that may become available through other mobility types.

1. Application Conditions (Minimum Requirements)

  • Applicants must be a member of METU and they must be actively working at METU at the time of application,
  • Applicants must be employed for teaching and lecturing at METU (i.e. staff who works as Instructor, Assistant Professor, Associate Professor and Professor)
  • Applicants are expected to get in touch with the preferred HEI (from the attached list) and receive an acceptance letter or confirmation e-mail prior to the application deadline (31 May 2019).

2. Application Procedure & Application Documents

Step 1: Check the attached Partner list to see availability of funding for partner countries and universities for this specific call.

Step 2: Obtain an Acceptance Letter or confirmation e-mail (either from the International Office or related academic department at the partner university) and fill in the Application Form. An acceptance letter is a pre-admission document/e-mail sent by an official from the partner university. You can find a draft for pre-admission letter for your use attached. The letter needs to be submitted (with signature and stamp) together with the Application Form to METU ICO (akkol@metu.edu.tr) prior to the application deadline.

Step 3: All applications will be evaluated by METU ICO according to fair and transparent selection criteria (please see Section 3 below) and the results will be announced at www.ico.metu.edu.tr

Important Remarks:

  1. Applications of those candidates who have not received pre-admission will not be evaluated in the selection process.
  2. It is possible to apply for more than one countries (3 preferences). But, the applicants need to submit an acceptance letter or pre-admission e-mail for each of their preferences.

3. Selection Criteria

To find more information on the selection criteria used in the Erasmus+ KA107 STA applications, please see attached document.

4. Duration of the Activities

According to KA107 program rules, duration of teaching mobility ranges from 5 days to 2 months (max.) excluding travel time. In order to learn the maximum duration of the teaching activity that can be funded, please check the attached Partner list for this call.

In the list, “maximum week” column indicates the maximum number of weeks available for funding in the related country budget. For those countries in which the budget is available to support more than one week, it may be possible to allocate the whole budget to one teaching staff, if there is only one applicant. In case of having more than one application, the available budget will be shared among applicants according to program rules.

Please be aware that the partner list and the total budget for maximum weeks are subject to change. Total budget for maximum weeks may increase depending on the budget that may become available through other mobility types.

The teaching activity has to comprise a minimum of 8 hours of teaching per week (5 days) and there must be a teaching activity for each day of the mobility. For teaching activities that will last more than one week, minimum teaching hours must be calculated in proportion to the minimum requirement (e.g., 16 hours/2 weeks, 24 hours/3 weeks).

Important Remarks:

  1. If the teaching activity/teaching hours last less than the minimum requirements, the activity is considered as void by the funding body and the grant payment will not be made for the related activity.
  2. The activity must take place until 15 May 2020. It is not possible for the beneficiaries to conduct their mobility after 15 May, 2020.
  3. If the selected participants would like to participate in the program during summer, there must be actively organized classes which involve the attendance of students (e.g. Summer Schools organized by partner HEIs etc.). Other than that, participants are expected to participate in the program during the academic year in which the partner HEIs have regular academic programs.

5. Erasmus+ Funding

5.1. Daily Grant Amounts

Daily Grant: 180 € for all countries (for mobility periods exceeding 14 days, daily grant is 126 €)

Daily grant is allowed for teaching days and travel days up to 2 days.

Even if the travel days exceed 2 days, it is not possible for beneficiaries to receive daily grants for more than 2 days of travel. In order to provide Erasmus+ funding for the travel days, the travel should take place outside of the teaching days.

Except travel days, no daily grant is paid for weekends (even if the program is for more than 1 week), if there is no officially proven teaching activity.

5.2. Travel Amount by Distance

In addition to daily grants, participants will receive a travel support as well. The travel support is a fixed amount, independent of the price of plane tickets. The travel amount is calculated by using the “Distance Calculator” below:

http://ec.europa.eu/programmes/erasmus-plus/tools/distance_en.htm

The distance calculator is used to determine the distance between the location where the staff is residing and the place of activity. The kilometers in distance calculated by the distance calculator corresponds to the round-trip and the amount does not get multiplied by two.

5.3. A Sample of Grant Calculation

A visit to Albania for 1 week (5 days of teaching & 2 days of travel):

Total grant = 180*5 (mobility days) + 180*2 (travel days) + 275 (travel support) = 1535 €.

A visit to USA for 3 weeks (15 days of teaching & 2 days of travel):

Total grant = 180*14 (mobility days)  + 126*1 (mobility days exceeding 14) + 126*2 (travel days) + 1500 (travel support) = 4398 €.

Participants receive 70% of the total financial support at the beginning of their mobility period and the remaining 30% when the teaching programme is over.

6. Additional Grant for Disabled Participants

For disabled participants, it is possible to receive additional grants to meet their specific needs. In order for the disabled staff to be given additional grants, METU is required to request additional grants from the Turkish National Agency. Applications for additional grants should be made during the term of the contract, but in any case up to 60 days before the contract end date. The Turkish National Agency will evaluate each application specifically and determine whether the additional grant can be granted, and if so, the appropriate grant amount. In order to learn more about the application forms, you may contact METU ICO.

7. Erasmus Staff Mobility without Grant (Zero-Grant)

It is possible to participate in Erasmus+ KA107 STA programme without getting any grant. Those staff members who would like to participate in the programme on a zero-grant basis need to submit an application to ICO under the current call and their applications will be evaluated along with all the others. Those participants with zero grant also have to fulfill the obligations of the program.

8. Contact

If you have any questions about the Program, you can contact METU International Cooperations Office (ICO): Mrs. Burcu Akpınar (Overseas Mobility Coordinator); akkol@metu.edu.tr; 210 7180

2019-2020 ACADEMIC YEAR MEVLANA PROGRAM APPLICATIONS

University wide applications for Turkish Higher Education Council’s (HEC) Mevlana Program Student Mobility will be taken between February 4 - 26, 2019. Related board decision can be seen here.

Students must submit the application form to International Cooperations Office (ICO) until 26 February, 2019 with required signatures.

1. APPLICATION CRITERIA

Students can apply for Mevlana Program only if:

- CGPA is at least 2.50 as of the application deadline (undergraduate level)

- CGPA is at least 3.00 as of the application deadline (graduate level)

The student must have completed at least 1 semester in the program they are enrolled in. During the application, the student must have a cumulative grade point average (CGPA) in the program they are enrolled in and must be continuing their education on the same level of education in the following year.

Students that are studying in Basic English Department cannot apply to the program due to the fact that they do not have a cumulative grade point average (CGPA).

Please bear in mind that applicants are expected to have METU course load of minimum 30 ECTS / around 5 courses for the semester in which s/he plans to participate Mevlana Programme and take 30 ECTS / around 5 courses at the host University. Students are also expected to make sure that these courses will be recognized by their departments upon successfully completion.

2. ENGLISH PROFICIENCY EXAM (EPPEP)

It is obligatory to take EPEEP for Mevlana Program applicants.

English Proficiency Exam (EPEEP): 2 March 2019 (No additional application is required for the English Proficiency Exam)

EPEEP is valid for two consecutive years and students who have taken the exam in the previous 2 years may apply with a previous score. This needs to be indicated on the application document.

However, students are allowed to take the EPEEP only once a year and those who have already taken the exam on 8 December 2018 within the framework of Erasmus+ Non-European Exchange Program (KA107 ICM) or Overseas Exchange Program applications will not be able to take the exam again on 2 March.

The exam is organized by the Department of Basic English. Students who are not able to enter the exam due to a valid excuse should submit a petition explaining their excuse to the ICO. Otherwise, their application will be regarded as invalid.

Only the students who submit their application to ICO will take the exam and the place of the exam will be announced later.

3. PARTNER UNIVERSITIES

List of partner universities and country quotas can be seen HERE

At most 4 universities can be chosen.

It is of utmost importance to consult departmental exchange programs coordinator about the university choices. List for departmental exchange programs coordinators can be found in: http://ico.metu.edu.tr/departmental-coordinators

Students must be sure that the university they applied to offers education on their level and in a relevant department. Availability of a university in the list does not imply that the said university offers education in all the departments and on all levels of education.

It is also important to note that there are restrictions for each country determined by Turkish Higher Education Council. Students need to comply with these restrictions.

Student can only apply for their current level of education. Undergraduate students cannot apply for a master or PhD level program. But after being selected for the program, it is possible to take courses on different levels providing that METU and the host university approve of it.

Host university can demand student’s transcript in order to track student’s academic status and success, and this can affect the acceptance process. Partner universities holds the right not to extend partnerships for 2019-20 Academic Year or not to accept applicants.

During application, an internationally recognized language proficiency exam grade is not required by International Cooperations Office. However, partner universities may require a language proficiency exam grade document for their language of education (TOEFL, IELTS, etc.). It is not possible for the student to study in a university if they cannot meet the language requirement for the said university. Since language proficiency requirements differ among universities, it is necessary to check the university’s website for the language requirements before application and to make sure the language requirements can be fulfilled/documented before the deadline.

In addition to language, there may be further restrictions, it is the student’s responsibility to check university websites and information sheets.

4. SELECTION CRITERIA

CGPA and English Proficiency Exam score are taken into account in electing prospective Mevlana Program students. Weighted CGPA is calculated for each applicant depending on the average CGPA in his/her departmental cohort.

In order to calculate the 50% of the CGPA, a coefficient is applied on the CGPA according to the applicants' department and semester information as below:

Student CGPA: 3.15

Average CGPA of the same department & semester: 2.89

Ratio: 3.15 / 2.89 = 1.09

25(*) + 1.09=26.09

Overall Score: 3.15 x 26.09 = 82.18

(*) the convergent factor to calculate 50% of the CGPA = 25

  • Applicants with disabilities (approved by medical report) get 10 additional points. Medical reports concerning their disability must be submitted to International Cooperations Office before the application deadline.
  • 10 points will be deduced from the overall grade of the students who have benefited from the Mevlana Program before within the same study level. Previous participation in the program in different study levels does not cause any deduction in the overall grade.
  • 10 points will be deduced from the overall grade of the students who have withdrawn from the program after the announced deadline for the previous Mevlana Program Applications.
  • In their future Mevlana program applications, 10 points will be deduced from the students who withdraw from the Program after the deadline (which will be announced in the application results) without a force major reason.
  • 10 points will be added to the overall score of the students who have been under protection by 2828 Social Services Law. The proving documents must be submitted to International Cooperations Office before the application deadline.
  • 15 points will be added to the overall score of the students who are the relatives of martyries and veterans. The proving documents must be submitted to International Cooperations Office before the application deadline.
