Overseas Exchange Outgoing Student Applications for 2021-2022 Academic Year
Please note that due to the Covid-19 pandemic, university lists/ quotas and some other details are subject to change!!!
(Non-European Countries)
Please note that this application is NOT for Erasmus+ with/without European Countries. Overseas Exchange is a non-granted program (without scholarship) conducted within the framework of bilateral agreements among the universities and it is different from Erasmus+ Programs.
INFORMATION SESSIONS
Online Information sessions on Overseas Exchange Program for 2021-2022 Academic Year will be held via Webex Metu. The details are announced below:
APPLICATION CRITERIA
Students can apply for Overseas Exchange Program only if:
- CGPA is at least 2.50 as of the application deadline (undergraduate level)
- CGPA is at least 3.00 as of the application deadline (graduate level)
Applicants must be registered at METU as full-degree students at the time of application.
The student must have completed at least 1 semester in the program they are enrolled in. During the application, the student must have a cumulative grade point average (CGPA) in the program they are enrolled in and must be continuing their education on the same level of education in the following year.
Conditional Program (Bilimsel Hazırlık) students and students studying in the Department of Basic English are not eligible to apply due to the fact that they do not have a cumulative grade point average (CGPA).
Please note that:
Students can only participate in the Program during their studies at the same level (undergraduate students can participate in the program during their undergraduate studies, master's students can participate in the program during their master's studies, PhD students can participate in the program during their PhD studies).
APPLICATION CALENDAR
Applications are taken for the next academic year; 2020-2021 Academic Year.
Application Period: 4-23 December, 2020
English Proficiency Exam: 26 December 2020 (No additional application is required for the English Proficiency Exam)
Announcement of Application Results: Beginning of February
Withdrawal Period: 8-26 February 2021
APPLICATION METHOD
Students must submit their application online between 4-23 December 2020: ONLINE APPLICATION PLATFORM- https://student.metu.edu.tr/ (#412 Overseas Exchange) (the link will be active in the application period)
ENGLISH PROFICIENCY EXAM FOR EXCHANGE PROGRAMS (EPEEP)
***For 2021-2022 Overseas Exchange Applications, EPEEP will be held online. Details will be announced later.
It is obligatory to take EPEEP for Overseas Exchange applicants (no other exam result is accepted); if students do not take the EPEEP or apply with a previous and valid score, their Erasmus+ applications will not be valid.
It is obligatory to have a valid English score from an exam organized by METU to complete the application. The valid score can be one of the following options:
1-You can take English Proficiency Exam for Mobility Programs (EPEEP) which will be organized on 26 December 2020. If you would like to take this exam, you should choose this option in the online application form. If you choose this option, you cannot use any other exam scores. If you do not attend the exam, your application for mobility program will be invalid. For the students who choose this option in the online application form, no additional application is required for the English Proficiency Exam on 26 December 2020. The details about the online exam (venue & hour) will be announced later.
2-If you had English Proficiency Exam for Mobility Programs (EPEEP) or English Proficiency Exam (EPE) in the last 2 years, you can also use these exam results. EPEEP and EPE are valid for 2 consecutive years and students who have taken the exam in the previous 2 years may apply with a previous score. This needs to be indicated in the online application form. Among these scores, the highest one will be taken. The students who choose this option will not be able to take the English Proficiency Exam for Mobility Programs (EPEEP) that will be organized on 26 December 2020.
Students are allowed to take the EPEEP only once every academic year and those who have already taken the EPEEP in the same academic year for another exchange program will not be able to take the exam again. Thus, students who take this exam will not be able to take the English Proficiency Exam (in March 2021) for Erasmus+ European Mobility Program applications.
Students who choose the first option and are not able to enter the exam due to a valid excuse (e.g medical report) should submit a petition explaining their excuse to the International Cooperations Office.
The exams are organized by the Department of Basic English. Only the students who submit their application to ICO will take the exam and the details of the exam will be announced later.
WITHDRAWAL
Withdrawal Period: 8-26 February 2021
Students who withdraw from the program without a forced major reason after 26 February 2021 will lose 10 points in their next Overseas Exchange applications.
PARTNER UNIVERSITIES
At most 4 universities can be chosen.

It is of utmost importance to consult departmental exchange programs coordinator about the university choices. List for departmental exchange programs coordinators can be found in: http://ico.metu.edu.tr/departmental-coordinators
Online applications will be reviewed by Departmental Erasmus+/Exchange Coordinators. The Coordinators are authorized to decline the applications of the students if they do not approve the universities or the academic background/status of the students. Students must be sure that the university they applied to offers education on their level and in a relevant department. Availability of a university in the list does not imply that the said university offers education in all the departments and on all levels of education.
Student can only apply for their current level of education. Undergraduate students cannot apply for a master or PhD level program. But after being selected for the program, it is possible to take courses on different levels providing that METU and the host university approve of it.
Host university can demand student’s transcript in order to track student’s academic status and success, and this can affect the acceptance process.
During application, an internationally recognized language proficiency exam grade is not required by International Cooperations Office. However, partner universities may require a language proficiency exam grade document for their language of education (TOEFL, IELTS, etc.). It is not possible for the student to study in a university if they cannot meet the language requirement for the said university. Since language proficiency requirements differ among universities, it is necessary to check the university’s website for the language requirements before application and to make sure the language requirements can be fulfilled/documented before the deadline.
***Agreements within the framework of Overseas Exchange Program are generally established as “all departments”. This means that all students can apply, and no one is given priority over the others, unless stated otherwise in the “Restrictions” section of the agreement list in the announcement. However, before applying for those universities, please make sure that there is a department (or at least courses) at the partner university corresponding to your department and level at METU. The fact that you are given the chance to apply for such universities does not guarantee that the university accepts you. The applicants are required to check the conditions of the partner universities (i.e. medium of instruction, language requirement, academic calendar, accommodation opportunities etc.) before submitting their applications.
E.g. :
X University
Application criteria: CGPA: 3,00/4,00
Student placed in X University CGPA: 2,90/4,00
In this case, even if you are placed in X University, which requires min CGPA to be 3,00/4,00 for UG, you may not be accepted to the university since your CGPA is less than 3,00/4,00. For this reason, students must check the university list announced by ICO, and the websites of the universities.
SELECTION CRITERIA
50% of CGPA and 50% of the English language test score are taken into account in selecting prospective Overseas Exchange Program students.
Weighted CGPA is calculated for each applicant depending on the average CGPA in his/her departmental cohort.
In order to calculate the 50% of the CGPA, a coefficient is applied on the CGPA according to the applicants' department and semester information as below:
Student CGPA: 3.15
Average CGPA of the same department & semester: 2.89
Ratio: 3.15 / 2.89 = 1.09
25(*) + 1.09=26.09
Overall Score: 3.15 x 26.09 = 82.18
(*) the convergent factor to calculate 50% of the CGPA = 25
-Applicants with disabilities (approved by medical report) get 10 additional points. Medical reports concerning their disability must be uploaded to the online application platform before the application deadline.
-10 points will be added to the overall score of the students who have been under protection by 2828 Social Services Law. The proving documents must be uploaded to the online application platform before the application deadline.
-15 points will be added to the overall score of the students who are the relatives of martyrs and veterans. The proving documents must be uploaded to the online application platform before the application deadline.
-10 points will be deduced from the overall grade of the students who have benefited from the Overseas Exchange Program before within the same study level. Previous participation in the program in different study levels does not cause any deduction in the overall grade.
-10 points will be deduced from the overall grade of the students who have withdrawn from the program after the announced deadline for the previous Overseas Exchange Program Applications.
IMPORTANT POINTS
Please bear in mind that students:
Should have METU course load of minimum 30 ECTS for the semester in which s/he plans to participate exchange. Those MS and PhD students who completed their course load and in thesis period can also apply as their thesis satisfies the ECTS requirement. However, those students should find a proper thesis advisor at the host institution and get an approval from their thesis advisor at METU before the exchange period.
Should take 30 ECTS course/or 5 courses (when the host university does not use ECTS) at the host university.
Make sure that 30 ECTS courses will be recognized by their departments upon successfully completion.
GRANT & EXPENSES
Overseas Exchange Program is a non-granted (without scholarship) program. Students are responsible for all living, accomodation and personal expenses while at the host institution.
Within the framework of Overseas Exchange Program, selected students are exempt from paying tuition fees to the partner universities (except a few universities like USA/IIT and Israel/Ben Gurion University).
But exchange students must pay their regular tuition fee to METU for each semester spent at the exchange program. This is supposed to be paid at the beginning of the academic semester.

Students selected for this program with Erasmus+ grant will receive 700 Euro per month (same for all countries) and also travel support ranging from 275-1500 Euro according to distance between Ankara and the city that they will study:

Erasmus+ ICM grant is allocated according to each country’s quotas. Available grants are shown in the partner university and country quotas list above.
Even if there are more than one partner universities in a specific country, in the allocation of grants "quota per country" will be considered.
It is possible to participate in the program without grant as well.
Students with disabilities can apply for additional funds if they are placed for a university.

Liste 3 aşağıdaki şekilde incelenmelidir:
Yeşil renk: Öğrencilerin tercih etmiş olduğu üniversiteleri belirtmektedir.
Mavi Renk: Öğrencilerin yerleştirilmiş oldukları tercihleri belirtmektedir.
Kırmızı Renk: Bölümlerin onay vermediği üniversite tercihlerini belirtmektedir.
Siyah Renk: 29 Şubat 2020’de yapılan Değişim Programları İngilizce Yeterlik Sınavı’na girmediği için başvurusu iptal edilen öğrencilerin tercihlerini belirtmektedir.
*Devam etmekte olan Koronavirüs pandemisi nedeniyle, bazı üniversitelerin 2020-2021 akademik yılı Sonbahar döneminde öğrenci kabul etmeme/ online eğitime geçiş gibi durumları ortaya çıkmıştır. Yerleştirme sonuçlarına itiraz etmek isteyen öğrenciler 31 Temmuz 2020 tarihine kadar Uluslararası İşbirliği Ofisi'ne bir dilekçe yazarak e-mail yoluyla europeanmobility@metu.edu.tr adresine başvurabilirler. Dilekçede belirtilen e-posta iletişim adresine UIO tarafından 10.08.2020 tarihine kadar geri dönüş yapılacaktır.
2) HİBELER
Hibe alabilecek öğrenci sayısı üniversitemize Türkiye Ulusal Ajansı tarafından tahsis edilen bütçe miktarına göre “365” olarak belirlenmiştir. Detaylar Liste1’de yer almaktadır.
Öğrenciler “overall” puanlarına göre “hibeli asil liste” ve “hibesiz yedek liste” olmak üzere belirlenmiştir. “Hibeli asil listeden” çekilen öğrenciler oldukça; hibe yine overall puan sırasına göre “hibesiz yedek listedeki” öğrencilere tahsis edilecektir.
3) FAALİYETTEN YARARLANMA DÖNEMİ
Yukarıdaki listede (Liste1) öğrencilerimizin Erasmus’a katılmak üzere seçtikleri dönemler belirtilmiştir. Ancak yaşanan pandemi nedeniyle, sizlere sunulan dönem tercihleri 2020-2021 Sonbahar dönemi, 2020-2021 Bahar dönemi ve 2021-2022 Sonbahar dönemi şeklinde olabilecektir. Dönem tercihlerinizi bildirmek üzere https://forms.gle/ngTDpYNwnAY6nujA8 formunu 03.08.2020 ye kadar doldurmanız gerekmektedir. Ancak, çok sayıda öğrencinin 2020-2021 Bahar dönemi tercih etmesi / üniversitelerin ilgili dönemde kotaları azaltması/ ilgili dönemin son başvuru tarihi geçmiş olması vb. durumlarda dönem tercihleri öğrencilerin overall puanlarına göre belirlenebilecektir.
Uluslararası İşbirliği Ofisi’ndeki (UİO) danışmanlar, öğrencilerin isimlerini karşı üniversitelere bu dönem tercihlerine göre bildireceklerdir.
4) YERLEŞTİRME KRİTERLERİ
Yerleştirme, başvuran öğrencilerin dönemi, bölümü, toplam puanı, anlaşma kontenjanları ve bölümlerin akademik değerlendirmeleri dikkate alınarak yapılmıştır. Başvuran öğrencilerin toplam (overall) puanı aşağıdaki şekilde hesaplanmıştır:
Erasmus+ yerleştirmeleri %50 CGPA ve %50 DPİYS veya İYS dikkate alınarak yapılmaktadır.
Ancak öğrencinin ağırlıklı not ortalaması belirlenirken, kümülatif not ortalaması (CGPA), kendi bölümündeki ve dönemindeki diğer öğrencilerin kümülatif not ortalamasına oranlanır. Örnek:

Öğrencinin Erasmus İngilizce Yeterlik Sınavı: 80 Öğrencinin not ortalaması: 3.15 İlgili bölümün ve dönemin öğrencilerinin CPGA: 2.89 Oran: 3.15/2.89 = 1.09 25*+1.09=26.09 Erasmus başvurusu icin kullanılacak puan : 3.15x26.09 = 82.18 olarak belirlenir. Overall Puan= ( 82.18*0.5) + ( 80*0.5)= 81.09 *%50 ortalama almak için kullanılan not dönüştürme katsayısı=25

Ayrica, Turkiye Ulusal Ajansi'nin belirlediği program kurallari gereği;
· Daha önce aynı öğrenim seviyesinde Erasmus programından (öğrenim, ICM ve/veya staj) yararlandığını beyan etmiş olan öğrencilerin “overall” puanlarından her bir katılım için 10 puan kesinti yapılmıştır
· 2019-2020 Akademik yılında Erasmus+ Öğrenim, Erasmus Staj ve Erasmus ICM programlarına yerleştirilen, ancak mücbir bir sebebe dayanmaksızın kendilerine verilmiş olan süre içerisinde programdan çekilmeyen öğrencilerden de 10 puan kesinti yapılmıştır
· 2020-2021 akademik yılı Erasmus+ ICM programına seçilen öğrencilerden 10 puan kesintisi yapılmıştır
· 2020-2021 Akademik Yılı için Erasmus programına da başvuru yapmış ve önceliğini Erasmus Öğrenim programına vermiş olan öğrencilerden 10 puan kesinti yapılmıştır
· 2828 sayılı Sosyal Hizmetler Kanunu kapsamında hakkında koruma kararı olan öğrencilere 10 puan eklenmiştir
· Engelli belgesini başvuru sistemine yükleyen öğrencilerin “overall” puanları 10 puan artırılmıştır.

2020-2022 bütçe dönemi için ikinci bir Erasmus yerleştirmesi yapılmayacaktır. Erasmus öğrenim programı sonuçları açıklandıktan sonra öğrencilerin yerleştikleri üniversitelerde değişiklik yapılması mümkün değildir. Yalnızca öğrencilerin hibe durumlaru değişiklik gösterebilecektir.
6) KORONAVİRÜS PANDEMİSİ SEBEBİ İLE SÖZKONUSU SEÇİM DÖNEMİ (3-26 ŞUBAT 2020 BAŞVURU ve 2020-2022 BÜTÇE DÖNEMİ) UYGULANACAK KURALLAR
ÖNEMLİ HATIRLATMALAR
1) Erasmus Değişim Programı öncesi (Learning Agreement (LA) Before the Mobility) en az 30 ECTS almak zorunludur. Erasmus Değişim Programı sonunda, başlangıçta alınmış olan 30 ECTS’den az 20 ECTS krediden başarılı olmayan öğrencilerin toplam hibelerinin %20’si ödenmez.
2) Erasmus Değişim Programı dönüşünde karşı üniversitede alınan derslerden başarılı olunan derslerin ODTÜ’de saydırılması gerekmektedir.
3) Yerleştirilmiş olduğunuz üniversitenin başvurusuna ilişkin ders seçimi, eğitim dili, ECTS kredileri gibi detayları ilgili üniversitelerin web sayfalarından kontrol ediniz. Yerleştirildiğiniz üniversite ile anlaşmamız olması; bu üniversitenin eğitim dilinin İngilizce olduğu anlamına gelmemektedir.
Program kuralları gereği Erasmus Öğrenim programına katılmaktan vazgeçmiş olan öğrencilerin kararlarını mümkün olan en kısa sürede ofis danışmanlarına bildirmeleri GEREKMEKTEDİR.

The details of List 3 is given below:
Green: Indicates students’ choices.
Blue: Indicates students’ placements.
Red: Indicates the choices that are not approved by the department.
Black: Indicates the choices of the students who did not participate the EPEEP.
* Due to the ongoing coronavirus pandemic, some universities have decided to cancel 2020-2021 Fall Semester or move to online distance education. You can reach the information conveyed to ICO so far from List2. However, the information presented in this list may change later on depending on the country and spread of the pandemic.

If you would like to object to selection results, you should email a scanned petition to International Cooperations Office (europeanmobility@metu.edu.tr) until July 31, 2020. ICO will respond to the petition until August 10, 2020 thorugh the e-mail address indicated in the petition.
2) GRANT RESULTS
Based on Turkish National Agency’s grant results, first 365 students will get the grant in the list. Based on overall grades, two lists is announced namely, “main list students with grant” or “waiting list students without grant”. When students from the “main list” withdraw from the program, the grant will be given the students on the “waiting list” based on their overall grades.
3) SEMESTER CHOICE
In the list above, the semester preferences of the students are also published (List 1). However, due to the pandemic experienced, the period choices offered will be 2020-2021 Fall Semester , 2020-2021 Spring Semester and 2021-2022 Fall Semester. For this purpose please fill in the form https://forms.gle/ngTDpYNwnAY6nujA8 until 03.08.2020. However, your semester choices may change due to the fact that if a large number of students prefer the 2020-2021 Spring semester, the host university will cancel the 2020-2021 Fall semester, the host university may put quota limitations etc. In such cases, priority will be given based on overall score of the students.
As International Cooperations Office advisors will nominate the students according to these preferences, it is crucial to decide on which semester students would like to participate in the program.
4) SELECTION CRITERIA
Students’ department, overall grade and agreement quotas and agreement specifications (Agreement details) as well as academic assessment of the departments have been taken into consideration during the selection process. Overall scores were calculated as follows:
According to the regulations of the Turkish National Agency, 50% of CGPA and 50% of the English language test score are taken into account in electing prospective Erasmus students. Besides, before calculating the 50% of the CGPA, a coefficient is applied on the CGPA according to the applicants' department and semester information as below:
Student English Proficency Score: 80
Student CGPA: 3.15
CGPA of the related department's students in the same semester with the applicant: 2.89
Ratio: 3.15/2.89 = 1.09
25*+1.09=26.09
Erasmus application score: 3.15x26.09 = 82.18
Overall Score of the Student: ( 82.18*0.5) + ( 80*0.5)= 81.09
*the convergent factor to calculate 50% of the CGPA = 25
· 10 points will be decreased from the overall score of the students for each participation of the Erasmus KA103/ Erasmus Traineeship and Erasmus KA107 in the same study cycle.
· 10 points will be decreased from overall score of the students if they withdraw from 2019-2020 Erasmus program (study or internship programs with European or non-European countries ) after the announced deadlines.
· 10 points will be decreased from the overall score of the students who have been selected for Erasmus KA107 for 2020-2021 academic year.
· The students who apply for both Erasmus student and traineeship mobility will be expected to give priority to one of their choices. The preference will be indicated during the online application. 10 points will be decreased from the choice that is not prioritized.
· 15 points will be added to the overall score of the students who are the childrens of martyries and veterans. The proving documents must be submitted to the online application system during the application period.
· 10 points will be added to the overall score of students with disabilities. The proving documents must be submitted to the online application system during the application period.
· 10 points will be added to the overall score of the students who are who have been under protection by 2828 Social Services Law. The proving documents must be submitted to the online application system during the application period.
5) PROCEDURES AFTER SELECTİON:

There will not be a second round for Erasmus placement for 2020- 2022 budget year and it is not possible to change the university you are placed. Only the grant status of the students may change.
6) RULES TO BE APPLIED SPECIAL FOR CORONAVIRUS PANDEMIC (3-26 FEBRUARY APPLICATION AND 2020-2022 BUDGET YEAR)
IMPORTANT NOTICE
1) Before Erasmus programme (Learning Agreement Before (LA) Before the Mobility) you are expected to take 30 ECTS courses . After the program, if the students cannot be successful from at least 20 ECTS credits out of 30, 20% of their grant will not be paid.
2) The courses completed successfully in the host university must be recognized in METU after return.
3)Please check the websites of the universities you have been placed. Having a bilateral agreement between METU and host university doesn’t necessarily guarantee that you will be able to find courses offered in English. So, you are responsible for checking the deadlines, offered courses, ECTS credits in advance.
Students who would like to withdraw from the Erasmus programme should also immediately inform their ICO advisors of their withdrawal decision.

Turkish National Agency’s annoucement of March 23, 2020, all academic exchange programs were stopped until a second announcement, therefore, announcement of the results of the 2020-2021 academic year European Mobility and Traineeship Programs have been postponed.
