Placement is made according to overall scores and university preferences (in order) of the students, as well as the University quotas and available grant-quotas for the same country/region.

 

For the students who were placed at a university with or without grant, it is not possible to change their university for any reason!

  • Placed with Grant: Students who were placed at a university and received Erasmus+ grant.
  • Placed without Grant: Students who were placed at a university without Erasmus+ grant (due to grant quota specific to each region/country) are “reserve for grant (hibe için yedek)”. These students may receive Erasmus+ grant if a granted student in the same country/region withdraws from the program and no new students get placed in that quota with a higher Overall Score.
  • Not Placed: Students who were not able to be placed at a university due to quota restraints. These students WILL NOT have the chance to be placed at a university if students on the main list withdraw from the program. (i.e. there will be no second placement) because of the deadlines of partner universities.

PROCEDURES AFTER SELECTION:

These procedures are valid for both students with and without grant!!!

 

Students who have been placed to a university are required to contact International Cooperations Office (ICO) and specify their semester preference until 30 January 2023: Cansu Bolgül (cbolgul@metu.edu.tr). While determining your semester preference, please also consider the application deadline of your university.

 

Students who decide to withdraw from the program are also required to contact ICO until 30 January 2023, 12.00 am (noon time). Students who withdraw from the program without a force major reason after 30 January 2023 will lose 10 points in their future Erasmus+ KA171 ICM applications at the same study cycle (academic level).

 

Selected students will be able to get detailed information for Erasmus+ process in their advisor meeting which will be organized on 5 January 2023, Thursday (14:00) at Solmaz Izdemir Hall (Main Library Building, next to the International Cooperations Office). As it will not be possible for advisors to explain the whole process to each student individually, it is compulsory to attend this meeting.

SELECTION CRITERIA:

 

Students’ semester, department, overall grade and agreement quotas as well as academic assessment of the departments have been taken into consideration during the selection process.

 

According to program regulations, 50% of CGPA and 50% of the English language test score are taken into account in electing prospective Erasmus students.

 

Besides, before calculating the 50% of the CGPA, a coefficient is applied on the CGPA according to the applicants' department and semester information as below:

 

  • Student CGPA: 3.15

  • CGPA of the related department's students in the same semester with the applicant: 2.89

  • Ratio: 3.15/2.89 = 1.09

  • 25*+1.09=26.09

  • Overall Erasmus application score: 3.15x26.09 = 82.18
  • *the convergent factor to calculate 50% of the CGPA = 25

In addition:

  • 10 points were added to the Overall Score of the students with disabilities.
  • 10 points were deduced from the Overall Score of those students who have participated in Erasmus+ KA171 Program in the same study cycle (10 points deduced per each participation).
  • 15 points was added to the overall score of the students who are the children of martyrs and veterans.
  • 10 points was added to the overall score of the students who have been under protection by 2828 Social Services Law.
  • 10 points was decreased from overall score of the students if they withdraw from the previous Erasmus+ KA171 ICM Program after the announced deadline.

GRANT CONDITIONS:

Students selected for this program will receive 700 Euro per month and also travel support ranging from 180-1500 Euro according to distance between Ankara and the city that they will study.

Participants receive 70% of the total financial support (calculated according to study period of the host institution) at the beginning of their mobility period and the remaining 30% when the programme is over.

It is possible to participate in the program without grant as well. However, just like granted beneficiaries, zero-grant students must apply to the program and get selected officially.  

Students with disabilities and disadvantaged beneficiaries can apply for additional funds if they are placed for a university, as explained in the application call (https://ico.metu.edu.tr/duyuru/erasmus-non-european-exchange-program-ka171-international-credit-mobility-2022-project).

 

IMPORTANT NOTES:

1) At the beginning of your Erasmus programme, you are expected to take 30 ECTS of 5 courses* and indicate those courses at Learning Agreement Before the Mobility. If the students cannot pass at least 20 ECTS credits out of 30, 30% of their grant will not be paid.

If partner university’s credits are systematically low (2-3 ECTS) for all courses or if the partner university does not use ECTS credits, ECTS course weights are evaluated on a number of courses basis (5 courses).

**Students who cannot satisfy 20 ECTS course load with 5 courses are required to pass 3/5 of the courses taken

*The courses taken in the host university must be recognized at METU after return.

2) The courses completed successfully in the host university must be transferred into METU after return.

3) After the announcement of results, selected candidates will apply for the partner universities with the guidance of the ICO advisor. Please note that as announced in the application call, partner universities may have additional requirements (like minimum CGPA, language document etc.). Partner universities reserve the right to deny the application of the nominees that do not meet their requirements. Therefore, placement by METU does not guarantee your acceptance from the partner university due to their CGPA, language, department, etc. restrictions.

 

OBJECTION TO SELECTION RESULTS:

Applicants who would like to object to the selection results made according to the above criteria must apply to ICO with a written petition within one week from the date of the announcement. The written applications will be evaluated by the University Exchange Programs Commission

Selection Criteria:

-A separate quota will be allocated for Research Assistants who are continuing their doctoral studies or carrying out post-doc studies. If this quota is not met, other candidates may be placed in the available quotas at the end of the evaluation.

- According to the rules of the National Agency, the placement scores of the candidates in this program will be based on 50% CGPA and 50% English Language score.

- Candidates who are relatives of Martyrs / Veterans will be given +15 points if they submit an official document during their application.

- Candidates who are under protection under the Law No. 2828 will be given +10 points if they submit an official document during their application.

- Disabled candidates will be awarded +10 points if they submit their disability report during their application.

 

 **To get these additional points, applicants have to submit their official proofs by 18.12.2022 to online application from e-Devlet. It is the applicants’s own responsibility to provide valid and reliable proofs.

Required Procedures for Awarded Applicants:

The list of document that you need to prepare before your mobility will be send to your email by your ICO advisor. (Checklist)

Participants who would like to withdraw from the program should inform ICO until 31.01.2023.  For those participants who inform ICO after the deadline, there will be 10 point deduction for their future application’s overall score.

10 points will be decreased from the granted participants for their next Erasmus applications (with European countries). Even though the participants do not conduct their mobility yet; 10 points will be decreased because of being selected and granted in this call.

 

4. Duration of the Activities

METU Rules:

In order to provide mobility opportunities for a higher number of students and because of the budget limitations at METU, candidates to be selected for this type of mobility within the scope of the existing Erasmus+ KA131 budget opportunities will be granted for a minimum of 5 days and a maximum of 14 days.

Program Rules:

Within the scope of the program, internship mobility can be carried out between a minimum of 5 days and a maximum of 30 days

Students can participate in the Erasmus program more than once. The same student may receive grants for mobility periods totaling up to 12 months per each cycle of study (UG, MS, Ph.D.), independently from the number and type of mobility activities. This means the duration of Erasmus grants for Erasmus traineeship mobility and Erasmus student mobility and in a specific cycle of study for a student can be maximum of 12 months.

6. Erasmus Mobility without Grant (Zero-Grant)

It is possible to participate in Erasmus mobility programme without grant. Those participants who would like to participate in the programme without grant need to make application and their applications need to be evaluated as the others. Those participants with zero grant have to fulfill rights and obligations of the program.

7. Additional grants for disabled participants

For disabled participants, it is possible to receive additional grants to meet their specific needs. In order for the disabled staff to be given additional grants, the beneficiary higher education institution is required to request additional grants from the Turkish National Agency. The applications for additional grants should be made during the term of the contract, but in any case up to 60 days before the contract end date. The Turkish National Agency will evaluate each application specifically and determine whether the additional grant can be granted.

Dear Faculty/Institute Members,

The application period for Erasmus+ KA103 Staff Mobility for Teaching Assignments (with EU Members and Programme Countries) will be held between 20/12/2022-20/01/2023.

In this call, 5 teaching staff is expected to be granted from the Erasmus+ funds.

Erasmus+ KA103 Staff Mobility for Teaching Assignments (STA) is a field of activity that allows HEI teaching staff of a Turkish higher education institution (holding ECHE*) to teach and carry joint academic/educational activities at a partner HEI (holding ECHE) in the program countries.

The receiving organisation must be a Programme Country HEI awarded with an ECHE. Before the mobility takes place, both the academic department in METU and partner HEI must sign an interinstitutional agreement. The faculty members can apply only to the agreements set up in their fields. If applicants would like to visit a non-partner HEI, they may talk with the related institution in order to initiate Erasmus+ inter-institutional agreement which may be found in the above website (“Erasmus Agreement Draft”). The Erasmus+ inter-institutional agreement must be finalized before mobility takes place.

 

IMPORTANT NOTE: 

According to the decision of University Exchange Programs Commission made on 3 November 2016, at least 1 quota will be allocated to the Academic Departments Reporting to the Office of the President. Additional quotas will be determined in accordance with the budget available and the number of applications received from Faculties and Institutes.

  • Applicants must be a full time member of METU and they must be actively working at METU at the time of application,

  • Applicants must be within the group employed for teaching and lecturing at METU according to the Higher Education Law No 2547. This incumbent group, based on METU personnel department are Assistant Professors, Associate Professors, Professors and Instructors/Lecturers (except those who are employed with the Law No 7100) are supposed to teach and lecture. The staff who does not fall in the category but teaches in an academic unit either part-time or at their own will (without any legal requirement of their work contract, those who are not incumbent by law such as Research/Teaching Assistants or Instructors/Lecturers-the ones employed with the Law No 7100) are not eligible to apply for this program; however, they are eligible to make an application for the Erasmus+ Program of Staff Mobility for Training.

  • Applicants can apply to the partner universities which have an Erasmus agreement set up in their own field

  • Applicants are expected to have a contact with the preferred HEI and receive an acceptance letter (or e-mail) prior to the application deadline (20 January 2023 23:59 PM).

  • Applications of those candidates who have not received pre-admission will not be evaluated in the selection process. It is sufficient to obtain approval from the academic department in which the activity will take place.

Based on the evaluation of the METU Personnel Directorate (PDB) and the decision of METU Exchange Programs Selection Committee, those staff “responsible for teaching” were defined as Dr. Faculty Member, Assoc. Dr., Prof. Dr., and Lecturer (excluding those employed under the law no. 7100). Therefore, since those working in an academic department part-time, at their own will and/or invitation of a unit as well as Research Assistants and/or Lecturers (those employed under the law no. 7100) cannot apply to the program since they are not defined as “responsible for teaching”. 

4. Duration of the Activities

The teaching activity can take place between 2 days and 5 days excluding travel time. In order to provide mobility opportunity for higher number of staff, the maximum duration of the mobility period for STA is limited to 5 days (excluding travel time) by METU Exchange Programs Commission. In all cases, a teaching activity has to comprise a minimum of 8 hours of teaching per week (or any shorter period of stay). If the teaching activity/teaching hours last less than 2 days/8 hours (minimum requirement), the activity is considered as void and the grant payment is not made for the related activity.

Erasmus+ programı uygulama el kitabına göre ''personel ders verme hareketliliği, Türkiye’de ECHE sahibi bir yükseköğretim kurumunda ders vermekle yükümlü olan bir personelin, program ülkelerinden birinde ECHE sahibi bir yükseköğretim kurumunda öğrencilere ders vermesine ve ders vermeye ilişkin olarak karşı kurumla ortaklaşa akademik/eğitsel faaliyetler gerçekleştirmesine imkân sağlayan faaliyet alanıdır.''

Erasmus+ KA103 Personel Ders Verme Hareketliliği kapsamında gidilecek kurum ile ODTÜ’deki ilgili akademik birim arasında Erasmus+ anlaşmasının olması gerekmektedir. Diğer bir deyişle öğretim üyelerimiz ancak kendi alanlarında yapılmış anlaşmalara başvurabilirler.  Üniversitemizin mevcut anlaşma listesine aşağıdaki web sayfasından ulaşılabilir:

Üniversitemiz (veya ilgili akademik birim) ile Erasmus+ anlaşması olmayan kurumlara gitmek isteyen öğretim elemanlarımız aynı web sayfasında bulunan anlaşma formatını kullanarak (Erasmus Agreement Draft) anlaşma yapılmasını görüşebilirler.

 

ÖNEMLİ NOT:  Üniversite Değişim Programları Komisyonu’nun  3 Kasım 2016 tarihinde aldığı karar doğrultusunda, kontenjan dağılımı yapılırken Röktörlüğe bağlı akademik birimlerden öğretim elemanlarına bütçe dahilinde en az bir kota ayrılacaktır. Bütçe durumu ve fakültelerden başvuran öğretim üyelerinin sayılarına göre bu kota arttırılabilecektir.

  • Adayların başvuru sırasında ODTU mensubu ve fiilen görev yapıyor olmaları gerekmektedir.

  • Adayların ders vermekle yükümlü olması ve ODTÜ’de halihazırda ders veriyor olması gerekmektedir (okutman, doktor öğretim üyesi, doçent, profesör kadrosundaki öğretim üyeleri başvurabilir.) Ders vermekle yükümlü olma şartı üniversitemiz Personel Dairesi Başkanlığı (PDB) tarafından 2547 sayılı Yükseköğretim Kanunu ile idari ve akademik personele yönelik ilgili yönetmelik ve yönergeler esas alınarak değerlendirilmesi sonucu, PDB görüşüne istinaden ODTÜ Değişim Programları Seçim Komitesi tarafından oluşturulmuş karara göre akademik birimlerimizde ders vermekle yükümlü personel Dr. Öğretim Üyesi, Doç. Dr., Prof. Dr. ve Öğretim Görevlisi (7100 sayılı yasa ile istihdam edilenler hariç) olduğu tespit edilmiştir. Bu nedenle, üniversitemiz bünyesinde bir akademik birimde gerek yarı-zamanlı olarak veya kendi isteği ve/ya birimin davetiyle ders veren sözleşmeli personel gerekse Araş. Gör. ve/veya Öğretim Görevlisi (7100 sayılı yasa ile istihdam edilenler) statüsündeki personelimiz yükümlü kategorisinde sayılmadıklarından dolayı “ders verme hareketliliği” programına başvuru yapamazlar. Fakat, bu grupta yer alan personelimiz Erasmus Personel Eğitim Alma Hareketliliği başvurusunda bulunabilirler.

  • Öğretim üyelerimiz ancak kendi bölümlerinin alanından yapılmış Erasmus anlaşmalarına başvurabilirler.

  • Tercih edilen yükseköğretim kurum(ları) ile son başvuru tarihi olan 20 Ocak 2023 tarihinden önce iletişim kurulmuş ve ön kabul alınmış olması beklenmektedir.

  • Ön kabul almayan adaylar secim surecinde değerlendirmeye alınmayacaktır. İlgili ön kabulün rektörlük/dekanlık düzeyinde olması şartı aranmamaktadır, faaliyetin gerçekleşeceği akademik bölümden onay alınması yeterlidir.

  • Online başvuru formu, tüm başvuru ve sonuç işlemleri E-Devlet Kariyer Kapısı platformu üzerinden (https://erasmusbasvuru.ua.gov.tr/) yürütülecektir. Adayların bu platform üzerinden başvurularını tamamlamaları ve başvuru belgelerini de bu platforma yüklemeleri gerekmektedir. Başvuru platformu 20.12.2022 tarihinde açılacak ve 20.01.2023 tarihinde saat 23:59'da kapanacaktır. Başvuru formuna ilişkin rehber ekte görülebilir.

4. Personel Ders Verme Hareketliliği için Asgarî ve Azamî Süreler

Personel ders verme hareketliliği için faaliyet süresi, seyahat hariç en az 2 iş günü ve en fazla 5 gün olarak belirlenmiştir. Bununla birlikte, faaliyetin geçerli bir faaliyet olarak değerlendirilebilmesi için en az 8 ders saati ders verilmesi zorunludur. Personel ders verme hareketliliğinde, katılım sertifikasında yararlanıcının 2 günden az süre ile faaliyet gerçekleştirdiği ve/veya vermesi gerekenden daha az saat ders verdiğinin görüldüğü durumlarda, faaliyet geçersiz kabul edilir ve yararlanıcıya herhangi bir hibe ödemesi yapılmaz. Hibe hesaplamaları yapılırken maksimum 5 günlük faaliyet süresine ek olarak 2 gün de seyahat gününe hibe sağlanır. Ancak seyahat günü hibesinin sağlanabilmesi için seyahat gününün faaliyet süresine dâhil olmaması gerekmektedir.

Gidilen Ülkelere Göre Günlük Hibe Miktarları

Personel hareketliliğinden faydalanacak personele verilecek olan gündelik miktarı gidilen ülke ile birlikte gidilen süreye göre aşağıdaki tabloda belirtilen tutarlar dikkate alınarak hesaplanır.

Mesafeye Göre Seyahat Desteği Tutarı

Personel hareketliliği faaliyetinden faydalanan personeline ödenecek seyahat gideri miktarı “Mesafe Hesaplayıcı” kullanılarak hesap edilmelidir. Mesafe hesaplayıcısına aşağıdaki bağlantıdan ulaşılabilmektedir:

Mesafe hesaplayıcısı aracılığı ile personelin yerleşik olduğu yerden, faaliyet yerine kadar olan 2 nokta arasının km değeri tespit edilmeli ve aşağıdaki tablo kullanılarak seyahat hibesi hesaplanmalıdır. Mesafe hesaplayıcıda çıkan kilometrenin aşağıdaki tablodaki hibe karşılığı gidiş-dönüş rakamı olup, söz konusu miktar ikiyle çarpılmaz. Personelin aktarmalı olarak seyahat etmesi, yukarıda belirtilen mesafe hesaplaması ile varılan mesafeyi etkilemez.

6. Hibesiz (“0” Hibeli) Personel Olma Durumu 

Personel istediği ve kurum/birim yönetici onayı olduğu takdirde hibe almaksızın faaliyete katılabilir. Hibesiz personelin farkı, personelin bütçe hesaplamalarına dâhil edilmemesi ve kendisine hiçbir ödeme yapılmamasıdır. Hibe alınmaması personelin seçim sürecine dâhil olmamasına gerekçe değildir. Faaliyetten hibesiz faydalanılabilmesi için de başvuru yapılması ve başvurunun diğer başvurularla beraber değerlendirmeye tabi tutulması gerekmektedir.

7. Engelli katılımcılar için ek hibe desteği

Engelli katılımcıların Erasmus programına katılmaları durumunda oluşabilecek ek ihtiyaçları için ek hibe desteği almaları mümkün olabilir. Seçim süreci sonunda yerleşen engelli katılımcıların ek masrafları için Ulusal Ajans’a başvuru yapılmakta ve uygun görülen masraflar ek hibe desteği ile sağlanmakatdır.
