Erasmus+ İdari Personel Eğitim Alma Hareketliliği Başvuru Sonuçları ve Uygulama Esasları / 2017-2018 Akademik Yılı (AB Üyeleri ve Program Ülkeleri)

1.0. Asil ve Yedek Sonuç Listesi

2017-2018 Erasmus+ İdari Personel Eğitim Alma Hareketliliğinden faydalanmaya hak kazanan idari personel listesi bu linkte sunulmuştur.

Asil ve yedek sıralı listede hareketlilik hibesi kazanan personellerimiz, kendilerine e-mail ile iletilen başvuru numarasını kullanarak sonuçları kontrol edebilirler. Başvuru numarasını unutan/kaybeden personelimiz europeanmobility@metu.edu.tr adresi ile iletişime geçerek başvuru numarasını tekrar öğrenebilir. 

Listelerde kullanılan ODTÜ hizmet süreleri, 27 Temmuz 2017 tarihinde Personel Dairesi Başkanlığı’ndan edinilmiştir. Önceki program katılımları ve buna bağlı hesaplamalar yapılırken, adayların 7 Ağustos 2017 tarihine kadar gerçekleştirmiş oldukları hareketlilikler dikkate alınmıştır.

Asil adaylardan çekilen olması durumunda açılan kontenjan, yedek listedeki adaylara puan sırası baz alınarak kullandırılacaktır ve ilgili katılımcıyla Uluslararası İşbirliği Ofisi tarafından bilgi sağlanacaktır.  

2.0. Seçim Kriterleri

2017-2018 yerleştirmelerinde kullanılan ve 3 Kasım 2016 tarihli ODTÜ Değişim Programları Komisyon toplantısında onaylanan kriterler Ofisimizin aşağıdaki web sayfasında ilan edilmiştir:

3.0. Seçilen Personelin İzlemesi Gereken Süreç

Başvuru sırasında gidilmesi planlanan kurumdan alınan resmi kabul mektubunu teslim etmemiş olan katılımcıların 8 Eylül 2017 tarihine kadar ilgili kurumdan imzalı ve mühürlü davet mektubunu edinmeleri ve europeanmobility@metu.edu.tr adresine göndermeleri gerekmektedir.

Programa katılmaktan vazgeçen adayların 25 Ağustos 2017 tarihine kadar Uluslararası İşbirliği Ofisi’ni bilgilendirmeleri gerekmektedir. Uluslararası İşbirliği Ofisi’ne bu tarihten sonra bildirilen çekilme kararları için adayların bir sonraki başvurularında 10 puan kesinti uygulanacaktır.

Gidilecek kurumun üniversite olması durumunda ilgili üniversite ile ODTÜ arasında anlaşma olmasına gerek bulunmamaktadır. Ancak üniversitenin Erasmus+ beyannamesi olması şartı aranmaktadır. Erasmus+ kapsamında beyanname almaya hak kazanan üniversitelerin listesine aşağıdaki linkten ulaşılabilir:

Gidilebilecek kurumların listesi bu ilanlarla sınırlı değildir.

Önemli Not: Katılımcıların hareketlilik faaliyetlerini başvuru sırasında ibraz ettikleri kurumlarda gerçekleştirmeleri beklenmektedir. Program kapsamında ülke gruplarının farklı hibe miktarları bulunduğundan, katılımcıların gidecekleri ülke grubunu değiştirmeleri ve günlük hibe ve seyahat desteği miktarının daha yüksek olduğu bir ülke grubuna geçmeleri mümkün olamayacaktır.

4.0. Erasmus+ İdari Personel Eğitim Alma Hareketliliği için Asgarî ve Azamî Süreler

İdari personel eğitim alma hareketliliği için faaliyet süresi seyahat hariç en az 2 iş günü, en fazla 5 gün olarak belirlenmiştir. Bu sebeple program süresinin 6 günü geçmemesi (5 gün faaliyet+1 gün seyahat) gerekmektedir. Personel eğitim alma hareketliliğinde, katılım sertifikasında yararlanıcının 2 günden az süre ile faaliyet gerçekleştirdiğinin görüldüğü durumlarda, faaliyet geçersiz kabul edilir ve yararlanıcıya herhangi bir hibe ödemesi yapılmaz, yapılan hibe ödemesi de geri alınır.

2017 Proje dönemi için Erasmus+ KA103 İdari Personel Eğitim Alma Hareketliliğinin gerçekleşebileceği resmi tarihler 01.06.2017-31.10.2018 olarak belirlenmiştir. Fakat 2017 proje döneminde Üniversitemize tahsis edilmiş olan hibe miktarı henüz Üniversite hesabımıza transfer edilmemiştir ve hibelerin Eylül-Ekim 2017 tarihlerinde aktarılması beklenmektedir. Bu nedenle katılımcıların hareketlilik faaliyetlerini bu tarihten sonra gerçekleştirmeleri önerilmektedir.

Önemli Not: Yerleştirme sürecinde katılımcıların başvurular sırasında ibraz etmiş oldukları hareketlilik süreleri dikkate alınmış ve ilgili süreler sonuç ilanında belirtilmiştir. Bütçe kısıtı sebebiyle katılımcıların ibraz etmiş oldukları hareketlilik sürelerinden daha uzun sürede (hibeli şekilde) programdan yararlanmaları mümkün olmayacaktır.

5.0. 2017-2018 Akademik Yılı Erasmus+ İdari Personel Eğitim Alma Hareketliliğinde Kullanılacak Belgeler

Hareketlilik Öncesinde

• Karşı kurumdan alınmış resmi davet/kabul mektubunun UİO’ya teslim edilmesi

• Erasmus+ HE Staff Mobility agreement – training formunun doldurulması ve gerekli kurumlardan imza alınarak UİO’ya teslim edilmesi (katılımcıların eğitim alma faaliyetine ilişkin programlarını ilgili formun “activities to be carried out” kısmına, programın her gününe bir eğitim alma faaliyeti olacak şekilde detaylıca eklemeleri gerekmektedir)

• ODTÜ Vakıfbank şubesinde açılmış Euro hesabı bilgilerinin UİO’ya iletilmesi ve

• Erasmus+ Personel Hareketliliği Hibe Sözleşmesinin UİO danışmanı ile birlikte doldurulması gerekmektedir.

Hareketlilik Sonrasında

• Karşı kurum tarafından onaylanmış katılım sertifikasının orjinali ile

• Uçak bileti ve/veya biniş kartlarının UİO’ya teslim edilmesi ve

• UİO tarafından iletilecek olan çevrimiçi AB anketinin doldurularak UİO’ya bilgi verilmesi gerekmektedir.  

6.0. Erasmus+ Hibeler

6.1. Gidilen Ülkelere Göre Günlük Hibe Miktarları

Hareketlilikten faydalanacak idari personele verilecek olan gündelik miktarı gidilen ülke ile birlikte gidilen süreye göre aşağıdaki tabloda belirtilen tutarlar dikkate alınarak hesaplanır.

6.2. Mesafeye Göre Seyahat Desteği Tutarı

Personel hareketliliği faaliyetinden faydalanan personeline ödenecek seyahat gideri miktarı “Mesafe Hesaplayıcı” kullanılarak UİO danışmanı tarafından hesap edilir. Mesafe hesaplayıcısına aşağıdaki bağlantıdan ulaşılabilmektedir:

Mesafe hesaplayıcısı aracılığı ile personelin yerleşik olduğu yerden, faaliyet yerine kadar olan 2 nokta arasının km değeri tespit edilir ve aşağıdaki tablo kullanılarak seyahat hibesi hesaplanır. Mesafe hesaplayıcıda çıkan kilometrenin aşağıdaki tablodaki hibe karşılığı gidiş-dönüş rakamı olup, söz konusu miktar ikiyle çarpılmaz. Personelin aktarmalı olarak seyahat etmesi, yukarıda belirtilen mesafe hesaplaması ile varılan mesafeyi etkilemez.

7.0.  Hibesiz (“0” Hibeli) Personel Olma Durumu

Personel istediği ve kurum/birim yönetici onayı olduğu takdirde hibe almaksızın faaliyete katılabilir. Hibesiz personelin farkı, personelin bütçe hesaplamalarına dâhil edilmemesi ve kendisine hiçbir ödeme yapılmamasıdır. Hibe alınmaması personelin seçim sürecine dâhil olmamasına gerekçe değildir. Faaliyetten hibesiz faydalanılabilmesi için de başvuru yapılması ve başvurunun diğer başvurularla beraber değerlendirmeye tabi tutulması gerekmektedir.

8.0. Seçim Sonuçlarına İtiraz Süresi

Yukarıda belirtilen kriterlere göre yapılmış seçim sonuçlarına itirazı olan personelin ilan tarihinden itibaren 1 hafta içerisinde Uluslararası İşbirliği Ofisi’ne yazılı olarak başvuru yaparak itirazını dile getirmesi gerekmektedir. Yapılacak itirazlar Üniversite Değişim Programları Komisyonu tarafından değerlendirilecektir.

1.0. Main List and Waiting List

The main list and waiting list for Erasmus+ KA103 Staff Mobility for Teaching Assignments application results can be found in this link.

Applicants can check the results by using the numbers assigned for their applications. Applicants have already been  informed by their application numbers via e-mail. In case of a problem about application numbers, applicants may a contact with europeanmobility@metu.edu.tr.

Applicants’ terms of offices were received from the Department of Personnel on 27 July 2017. While calculating the previous mobilities and the regarding scores, the participations until 7 August 2017 were taken into account.

If a participant withdraws from the main list, the applicants in the waiting list will be informed in accordance with their overall score.

2.0. Selection Criteria:

3.0. Required Procedures for Awarded Applicants:

Those participants who have not submitted an official acceptance letter confirmed by the partner institution should receive the official invitation letter (with signature and stamp) and send it to europeanmobility@metu.edu.tr until 8 September 2017.

Participants who would like to withdraw from the program should inform ICO until 25 August 2017. For those participants who inform ICO after the deadline, there will be 10 point deduction for their future application’s overall score.

The receiving organisation must be a Programme Country HEI awarded with an ECHE. Before the mobility takes place, both the academic department in METU and partner HEI must sign an interinstitutional agreement. If applicants would like to visit a non-partner HEI, they may talk with the related institution in order to initiate Erasmus+ interinstitutional agreement which may be found in the above website (“Erasmus Agreement Draft”). The Erasmus+ interinstitutional agreement must be finalized before mobility takes place.

Important Notice: Participants are expected to realize their mobility in the Universities which they have already applied. Since each country has a different amount of daily grant, it will not be possible for participants to change their destinations with another country having higher amount of daily grant or travel support.

4.0. Duration of the Activities:

 The teaching activity can take place between 2 days and 5 days excluding travel time. In all cases, a teaching activity has to comprise a minimum of 8 hours of teaching per week (or any shorter period of stay). If the teaching activity/teaching hours last less than 2 days/8 hours (minimum requirement), the activity is considered as void and the grant payment is not made for the related activity.

Officially, Erasmus+ KA103 Staff Mobility for Teaching Assignments activity for 2017 project term takes place between the dates: 01.06.2017-31.10.2018. However, the grants have not been transferred to our University account by the Turkish National Agency and it is expected that the grants would be transferred around September-October, 2017. For this reason, participants are encouraged to realize their mobility programs after that date.

Important Notice: For the duration of the activity, the durations indicated by the applicants themselves were taken into account. The applied durations are indicated in the announced list. In that respect, it will not be possible for participants to participate in the program longer than the duration indicated in the application form. 

5.0. Required Documents

 Before the Mobility

• Official Invitation Letter (signed and stampted by the receiving institution)

• Erasmus+ HE Staff Mobility agreement – teaching form (confirmed by all required parties; while filling the required form, the work plan must be indicated for each day under the title of "content of the teaching program" with the expected hours of the teaching activity for every day's program.)

• Euro Account at Vakıfbank METU Branch

• Erasmus+HE Staff Mobility Grant Agreement  (filled and signed with the help of ICO advisor)

After the Mobility

• Certificate of Attendance (original document confirmed by the receiving institution)

• Boarding Pass

• EU Survey (to be sent by ICO advisor)

6.0. Erasmus+ Grants

6.1. Daily Grant Amounts

6.2. Travel Amount by Distance

The travel amount is calculated by using the below “Distance Calculator”:

The distance calculator is used to determine the distance between the location where the staff is resident and the place of activity. The amount of kilometer calculated by the distance calculator corresponds to the round-trip and the amount does not multiply by two.

For disabled participants, it is possible to receive additional grants to meet their specific needs. In order for the disabled staff to be given additional grants, the beneficiary higher education institution is required to request additional grants from the Turkish National Agency. The applications for additional grants should be made during the term of the contract, but in any case up to 60 days before the contract end date. The Turkish National Agency will evaluate each application specifically and determine whether the additional grant can be granted, and if so, the appropriate grant amount. 7.0.  Erasmus Staff Mobility without Grant (Zero-Grant)

It is possible to participate in Erasmus staff mobility programme without grant. Those staff who would like to participate in the programme without grant need to make application and their applications need to be evaluated as the others. Those participants with zero grant have to fulfill rights and obligations of the program.

8.0. Objection to Selection Results

Academic staff who would like to object to the selection results made according to the above criteria must apply to ICO with a written petition within one week from the date of the announcement. The written applications will be evaluated by the University Exchange Programs Commission.

Sevgili Öğrenciler,

Ulusal Ajans 2017-2018 akademik yılı için Üniversitelere tahsis ettiği hibe miktarları açıklandı. Ekteki listede görebileceğiniz gibi overall sıralamasına göre ilk 375 öğrencimize hibe verebileceğiz. Diğer öğrencilerimiz de yedek listede olacaklar ve hibeli öğrencilerden çekilen oldukça yedek listedeki öğrencilere overall puan sıralamasına göre hibe verilecektir.

Hibelerin Üniversitemiz hesabına ne zaman aktarılacağı konusunda henüz bilgi verilmemiştir. Ancak öğrencilerimizin yurtdışına çıkmadan önce tüm işlemlerini bitirmiş olarak gitmesi gerekmektedir.

Erasmus Hibe Sonuçları 

Hibeli ve hibesiz tüm öğrencilerin aşağıdaki işlemleri tamamlaması zorunludur. Bu işlemleri tamamlamayan öğrencilerin Erasmus programına katılımı iptal edilecektir. Güz döneminde gidecek öğrencilerin OLS sınavlarıyla ilgili duyuru daha sonra yapılacaktır.

Bahar dönemi gidecek öğrenciler için 25-29 Eylül 2017 tarihleri arasında bilgilendirme toplantıları yapılacaktır, toplantı ile ilgili detaylı bilgiler web sayfamızda duyurualacaktır.

Dear Students,

Turkish National Agency has recently announced the grant amounts distrubuted to universities for the 2017-2018 academic year. As you can see from the list attached, first 375 students based on their overall scores are awarded with Erasmus grant. Other students will be on the waiting list; and they will be awarded grant if the students in the main list withdraw from the program; according to their overall grades.

We did not have information when Turkish National Agency will transfer the grants to our university. However, all the students should complete Erasmus procedures before going aborad.

Erasmus Grant Results 

Both students with and without grant should complete all the procedures explained below. The students who don’t complete the procedures will not be able to participate in Erasmus Program. Information about the OLS exam of fall semester students will be announced later.

For the students who will participate in the Program in spring semester, information meetings will be held on September 25-29, 2017. The details on these meetings will be later announced in the office web page.

2017-2018 akademik yılında Erasmus Staj programından hibe almak üzere seçilmiş olan öğrencilerin detaylı listesine aşağıdaki bağlantıdan ulaşılabilir: 

2017-2018 Erasmus Staj Programı Yerleştirme Listesi

Üniversitemize tahsis edilen 2016-2017 Bütçesi hibe miktarı yeterli olduğundan geçerli başvuruda bulunan tüm öğrencilerimiz hibe almaya hak kazanmıştır.

Staj faaliyeti en geç 31 Mayıs 2018 tarihine kadar gerçekleştirilmesi gerekmektedir. Ancak, faaliyetin 2017 yaz aylarında gerçekleştirilmesi önerilmektedir.

Yerleştirme Kriterleri

 Başvuran öğrencilerin toplam (overall) puanı aşağıdaki şekilde hesaplanmıştır:

Erasmus+ yerleştirmeleri %50 CGPA ve %50 DPİYS dikkate alınarak yapılmaktadır.

Ancak öğrencinin ağırlıklı not ortalaması belirlenirken, kümülatif not ortalaması (CGPA), kendi bölümündeki ve dönemindeki diğer öğrencilerin kümülatif not ortalamasına oranlanır. Örnek:

            Öğrenci CGPA: 3.15

Türkiye Ulusal Ajansı’nın belirlediği program kuralları gereği, daha önce aynı öğrenim seviyesinde Erasmus programından (öğrenim ve/veya staj) yararlandığını beyan etmiş olan öğrencilerin “overall” puanlarından her bir katılım için 10 puan kesinti yapılmıştır. Ayrıca, 2016-2017 Akademik yılında Erasmus’a yerleştirilen, ancak mücbir bir sebebe dayanmaksızın kendilerine verilmiş olan süre içerisinde programdan çekilmeyen öğrencilerden de 10 puan kesinti yapılmıştır.

Engelli olduğu bilgisi tarafımıza iletilen öğrencilerin “overall” puanları 10 puan artırılmıştır. Şehit ve Gazi çocuğu olduğu bilgisi tarafımıza iletilen öğrencilerin “overall” puanları ise 15 puan arttırılmıştır.

Yerleştirme Sonrası Süreç:

Öğrencilerin ilk aşamada yapması gereken işlemler bu dökümanda ve 2016-2017 Giden Öğrenci Bilgi Notu’nda anlatılmıştır.

Yerleştirilen her öğrencinin Uluslararası İşbirliği Ofisi'nde(UİO)bir danışmanı olacaktır. Danışmanların adları ve iletişim bilgileri de yukarıdaki listede yer almaktadır. 

Erasmus Staj programına katılmaktan vazgeçmiş olan öğrencilerin kararlarını en geç 10 Mayıs 2017’ye kadar ofis danışmanlarına bildirmeleri son derece önemlidir. Bu tarihten sonra mücbir sebep dışında bir gerekçe ile programa katılmaktan vazgeçen öğrencilerin sonraki yıllarda aynı öğrenim seviyesi için yaptıkları Erasmus başvurularında toplam puanları 10 puan düşürülecektir.

Önemli Hatırlatma:

 Erasmus Staj Programı dönüşünde, faaliyetin ODTÜ’de ders saydırılması gerekmektedir. Zorunlu Stajı olan bölüm öğrencileri, zorunlu staj dersleriyerine saydırabilirler; zorunlu stajı olamyan bölümlerin öğrencileri ve lisansüstü öğrenciler tüm bölümler için açılmış olan “International Student Practice” veya “International Graduate Student Practice” dersleri yerine saydırma yapabilirler.

Dear Prospective Erasmus Traineeship Students,

Selection results for the Erasmus Traineeship programme for 2017-2018 academic year can be found below: 

2017-2018 Erasmus Traineeship Selection List

The traineeship activity which lasts two months can be carried out until May 31, 2018. However, we strongly recommend the selected students to perform it during summer months 2017.

Selection Criteria:

Overall scores were calculated as follows: 

According to the regulations of the Turkish National Agency, 50% of CGPA and 50% of the English language test score are taken into account in electing prospective Erasmus students. Besides, before calculating the 50% of the CGPA, a coefficient is applied on the CGPA according to the applicants' department and semester information as below:

Student CGPA: 3.15

CGPA of the related department's students in the same semester with the applicant: 2.89

Ratio: 3.15/2.89 = 1.09

25*+1.09=26.09

Overall Erasmus application score: 3.15x26.09 = 82.18

*the convergent factor to calculate 50% of the CGPA = 25

-  15 points was added to the overall score of the students who are the childrens of martyries and veterans.

-  10 points was added to the overall score of students with disabilities.

-  10 points was decreased from the overall score of the students for each participation of the Erasmus KA103/ Erasmus Traineeship and Erasmus KA107 in the same study cycle.

-  10 points was decreased from overall score of the students if they withdraw from 2016/2017 Erasmus program after 8 April 2016. 

Procedures After Selection:

What is expected from the students on the first phase is explained in this document and 2016-2017 Giden Öğrenci Bilgi Notu.

You may find the time schedule for info sessions of the ICO advisors, you will be able to get detailed information for all Erasmus process from your advisors in these meetings.

Each student will have an advisor in International Cooperation Office (UİO). The contact information of the advisors can be found in the list above. 

Students who would like to withdraw from the Erasmus Traineeship programme should also inform their ICO advisors of their withdrawal decision latest by April 10, 2017. Please bear in mind that students who withdraw from the programme after May 10, except for the force-majeure cases, will lose 10 points in their future Erasmus applications at the same study cycle (academic level).

Important Notice:

1)  It is compulsory to make traineeship activity be recognized at METU after return. The students with compulsory traineeship course in their curriculum may transfer their traineeship activity to that course. For other students who do not have compulsory traineeship course in their curriculum or graduate students may use “International Student Practice” or “International Graduate Student Practice” courses for recognition.
