Erasmus+ KA107 Programı Eğitim Alma Personel Hareketliliği Başvuru Sonuçları (1. Başvuru Dönemi) 2020-2023 Projesi (Avrupa Dışı Ülkelerle)

6.0. Erasmus+ Hibeler

6. 1. Erasmus+ Günlük Hibe Miktarları

Erasmus+ KA107 Personel Eğitim Alma faaliyetinden yararlanacak personele verilecek olan gündelik hibe miktarı tüm ülkeler için günlük 180 Avro’dur. 14 günü aşan hareketliliklerde günlük hibe miktarı 126 Avro olmaktadır. Programdan hibesiz olarak yararlanmak da mümkündür.

Toplam seyahat süresinin 2 günü aştığı durumlarda aşan günler için hibe ödenmemektedir (seyahat günleri için maksimum 2 günlük ödenir). Seyahat günleri adına bireysel hibe ödemesi yapılabilmesi için seyahat günlerinin, eğitim alma faaliyetinin gerçekleştiği günlerden farklı günlerde gerçekleşmesi gerekmektedir.

6.2. Mesafeye Göre Seyahat Desteği Tutarı

Personel hareketliliği faaliyetinden faydalanan personeline ödenecek seyahat gideri miktarı “Mesafe Hesaplayıcı” kullanılarak hesap edilmektedir.

Seyahat desteği çift yönlü bilet ücretinden bağımsız olarak verilmektedir. Gidiş-dönüş bilet ücreti toplam seyahat desteğinden fazla olursa ek seyahat desteği verilmeyecek, az olursa kalan meblağ geri istenmeyecektir.

Mesafe hesaplayıcısına aşağıdaki bağlantıdan ulaşılabilmektedir:

http://ec.europa.eu/programmes/erasmus-plus/tools/distance_en.htm

9.0. Seçim Sonuçlarına İtiraz Süresi

Yukarıda belirtilen kriterlere göre yapılmış seçim sonuçlarına itirazı olan personelin ilan tarihinden itibaren 1 hafta içerisinde Uluslararası İşbirliği Ofisi’ne yazılı olarak başvuru yaparak itirazını dile getirmesi gerekmektedir. Yapılacak itirazlar Üniversite Değişim Programları Komisyonu tarafından değerlendirilecektir.

2.0. Selection Criteria:

Applicants may visit this link in order to learn more about the application criteria used in the Erasmus+ KA107 (Non-European Countries) Staff Mobility for Teaching Assignments.

As specified in the application announcements, country quotas indicated in the same region were used for other countries of the region as well. Moreover, as mentioned in the previous announcement, depending on the budget left from other sort of mobility types and withdrawals, total budget available for this call increased.

Please bear in mind that there will be reduction in the overall point of the granted participants for their next Erasmus applications (with European or non-European countries). If the participants do not conduct their mobility yet, the reduction will be still applied because of being selected and granted in this call.

3.0. Required Procedures for Awarded Applications:

Applicants who submitted an invitation e-mail rather than the official invitation letter during the application period should obtain and send the official invitation letter (signed and stamped) to akkol@metu.edu.tr until 30 December 2022.

4.0. Withdrawal:

Participants who would like to withdraw from the program need to inform ICO until 30 December 2022. We would like to remind you that participants who inform ICO after the deadline will need to be subjected to 10-point deduction during the next application calls.

5.0. Duration of the Activities:

According to KA107 program rules, duration of teaching mobility must be minimum 5 working days excluding travel time.

The teaching activity has to comprise a minimum of 8 hours for every 5 working days. For activities that will last more than 5 days, the minimum teaching hour must be calculated in proportion to the minimum requirement (e.g., 16 hours for 10 working days, 24 hours for 15 working days). If the teaching activity/teaching hours last less than the minimum requirements, the activity is considered as void by the funding body and the grant payment will not be made for the related activity.

The activity must take place until 31 July 2023. It is not possible for the beneficiaries to conduct their mobility after 31 July 2023.

6.0. Required Documents:

Before the Mobility

·     Official Invitation Letter (signed and stamped by the receiving institution and printed on a letterhead)

·    Erasmus+ HE Staff Mobility agreement – teaching form (confirmed by all required parties; the signature of Erasmus+ institutional coordinator will be received by ICO advisor

·     Euro Account at Vakıfbank METU Branch

·     Erasmus+ Staff Mobility Grant Agreement (filled and signed with the help of ICO advisor)

7.0. Erasmus+ Grants:

7.1. Daily Grant Amounts

Daily Grant: 180 € for all countries (for mobility periods exceeding 14 days, daily grant is 126 €)

Daily grant is allowed for teaching days and travel days up to 2 days.

Even if the travel days exceed 2 days, it is not possible for beneficiaries to receive daily grants for more than 2 days of travel. In order to provide Erasmus+ funding for the travel days, the travel should take place outside of the teaching days.

7.2. Travel Grant by Distance

In addition to daily grants, participants will receive a travel support as well. The travel support is a fixed amount, independent of the price of plane tickets. The travel amount is calculated by using the “Distance Calculator” below:

http://ec.europa.eu/programmes/erasmus-plus/tools/distance_en.htm

The distance calculator is used to determine the distance between the location where the staff is residing and the place of activity. The kilometers in distance calculated by the distance calculator corresponds to the round-trip and the amount does not get multiplied by two.

Participants receive 70% of the total financial support at the beginning of their mobility period and the remaining 30% when the teaching programme is over.

8.0. Additional Grant for Disabled Participants:

For disabled participants, it is possible to receive additional grants to meet their specific needs. In order for the disabled staff to be given additional grants, METU ICO is required to request additional grants from the Turkish National Agency. The applications for additional grants should be made during the term of the contract, but in any case up to 60 days before the contract end date. The Turkish National Agency will evaluate each application specifically and determine whether the additional grant can be granted, and if so, the appropriate grant amount. In order to learn more about the application forms, you may contact METU ICO.

9.0. Objection to Selection Results:

Academic staff who would like to object to the selection results can apply to ICO with a written petition within one week from the date of the announcement. The written applications will be evaluated by the University Exchange Programs Commission.

Additional application documents (e.g. the health report for disability) should not be physically transmitted, but uploaded to the relevant section of the Application Portal.

ENGLISH PROFICIENCY EXAM:

International Cooperations Office is no longer holding English Proficiency Exam for Exchange Programs (EPEEP) based on the University Senate decision given on December 29, 2021. No EPEEP exam has been held starting from 2022.

However, students interested in applying to ICO programs such as Erasmus+, Overseas Exchange or Mevlana will be able to bring any English language score taken within the last 5 years before the application period. These scores must be one of the METU recognized exams. Please check which exams are recognized by METU from the link and prepare your valid score. The online system will take your highest score if you select your available score to be counted for Erasmus+/Overseas Exchange application assessment and ask the system to do so. If not, you will be able to upload your language score which is recognized by METU on the application system which will be checked for the validity and eligibility by ICO and converted to METU IYS exam based on the table below. The table below will be used for conversion of METU's recognized exams into a grading scale ranging from 1 to 100, the highest score. Then the online system will calculate its 50% for the selection purposes (see Selection Criteria section) as explained below:

Equivalance Table for METU IYS to other English exams

According to the decision taken by the University Exchange Programs Committee on 10 October 2022, in addition to the exams that are recognized by METU, ICO will accept English language exams that are organized by OSYM (YDS/e-YDS/YÖKDİL). Students interested in applying to ICO programs such as Erasmus+, Overseas Exchange or Mevlana will be able to submit any of these English language scores taken within the last 5 years before the application period deadlines.

Please check which exams are organized by OSYM from the link and prepare your valid score.

PARTNER UNIVERSITIES:

At most 4 universities can be chosen.

List of partner universities and country quotas can be seen HERE. It is not possible to study in a University which does not have an Erasmus+ ICM agreement with METU. Please be aware that the partner list can be updated during the application period!!!!

While checking the University list, please be aware that some countries are available only for PhD-level students. This is the requirement of the Erasmus+ ICM Program and it is announced by the European Commission for the current 2022 Erasmus+ project. For those countries, it is not possible to send Undergraduate and Master students with Erasmus+ grants. However, this does not mean that universities open to the applications of PhD students have PhD level programs for sure; students must check the University websites and fact sheets and be sure that there is a suitable program and course list convenient for their own academic program and level.

Partner university fact sheets can be seen HERE.

It is of utmost importance to consult departmental exchange programs coordinator about the university choices. List for departmental exchange programs coordinators can be found in: http://ico.metu.edu.tr/departmental-coordinators

Online applications will be reviewed by Departmental Erasmus+/Exchange Coordinators. The Coordinators are authorized to decline the applications of the students if they do not approve the universities or the academic background/status of the students. To learn more about the departmental restrictions, you can check the website below (an appointment with the coordinator is still advised): http://ico.metu.edu.tr/departments-restrictions-outgoing-students-0

Students must be sure that the university they applied to offers education on their level and in a relevant department. Availability of a university in the list does not imply that the said university offers education in all the departments and on all levels of education.

Student can only apply for their current level of education. Undergraduate students cannot apply for a master or PhD level program. But after being selected for the program, it is possible to take courses on different levels providing that METU and the host university approve of it.

Host university can demand student’s transcript in order to track student’s academic status and success, and this can affect the acceptance process.

During application, an internationally recognized language proficiency exam grade is not required by International Cooperations Office. However, partner universities may require a language proficiency exam grade document for their language of education (TOEFL, IELTS, etc.). It is not possible for the student to study in a university if they cannot meet the language requirement for the said university. Since language proficiency requirements differ among universities, it is necessary to check the university’s website for the language requirements before application and to make sure the language requirements can be fulfilled/documented before the deadline.

***Agreements within the framework of Erasmus+ ICM Porgram are generally established as “all departments”. This means that all students can apply, and no one is given priority over the others, unless stated otherwise in the “Restrictions” section of the agreement list in the announcement. However, before applying for those universities, please make sure that there is a department (or at least courses) at the partner university corresponding to your department and level at METU. The fact that you are given the chance to apply for such universities does not guarantee that the university accepts you. The applicants are required to check the conditions of the partner universities (i.e. medium of instruction, language requirement, academic calendar, accommodation opportunities etc.) before submitting their applications.

E.g. :

X University

Application criteria: CGPA: 3,00/4,00

Student placed in X University CGPA: 2,90/4,00

In this case, even if you are placed in X University, which requires min CGPA to be 3,00/4,00  for UG, you may not be accepted to the university since your CGPA is less than 3,00/4,00. For this reason, students must check the university list announced by ICO, and the websites of the universities.

SELECTION CRITERIA:

50% of CGPA and 50% of the English language test score are taken into account in electing prospective Exchange students.

In order to calculate the 50% of the CGPA, a coefficient is applied on the CGPA according to the applicants' department and semester information as below:

Student CGPA: 3.15

Average CGPA of the same department & semester: 2.89

Ratio: 3.15 / 2.89 = 1.09

25(*) + 1.09=26.09

Overall Score: 3.15 x 26.09 = 82.18

(*) the convergent factor to calculate 50% of the CGPA = 25

▪   Applicants with disabilities (approved by medical report) get 10 additional points. Medical reports concerning their disability must be submitted to the online application system during the application period.

▪   15 points will be added to the overall score of the students who are the children of martyrs and veterans. The proving documents must be submitted to the online application system during the application period.

▪   10 points will be added to the overall score of the students who have been under protection by 2828 Social Services Law. The proving documents must be submitted to the online application system during the application period.

▪   It is possible to benefit from the Erasmus+ Programs (Erasmus European Study, Erasmus Traineeship, Erasmus+ Non-European ICM) more than once. Students can participate in the programs up to 12 months for each level of study (UG, MS, PhD). However, 10 points will be deduced from the overall grade of the students who have benefited from Erasmus+ Non-European ICM before within the same study level. Previous participation in the program in different study levels does not cause any deduction in the overall grade.

▪   10 points will be deduced from the overall grade of the students who have withdrawn from the program after the announced deadline for the previous Erasmus+ Non-European ICM Program Applications.

ENGLISH PROFICIENCY EXAM

The table below will be used for conversion of METU's recognised exams into a grading scale ranging from 1 to 100, the highest score.

WITHDRAWAL

Withdrawal Deadline: 27 January, 2023

Students who withdraw from the program without a forced major reason after 27 January 2023 will lose 10 points in their next Overseas Exchange applications.

PARTNER UNIVERSITIES

At most 4 universities can be chosen.

List of partner universities and country quotas can be seen HERE

Please be aware that the partner list can be updated during the application period!!!!

Partner university fact sheets can be seen HERE

There are nomination and application deadlines for each of METU’s partner universities. Applicants are expected to check the partner info provided by METU ICO and fact sheets as well as the University websites to learn more about the application deadlines and make the appropriate semester choice for their applications based on the deadlines.

It is also important to consult departmental exchange programs coordinator about the university choices.

To learn more about the departmental restrictions, you can check the website below (an appointment with the coordinator is still advised):
http://ico.metu.edu.tr/departments-restrictions-outgoing-students-0

Students must be sure that the university they applied to offers education on their level and in a relevant department. Availability of a university in the list does not imply that the said university offers education in all the departments and on all levels of education.

Students can only apply for their current level of education. Undergraduate students cannot apply for a master or PhD level program. But after being selected for the program, it is possible to take courses on different levels providing that METU and the host university approve of it.

Host university can demand student’s transcript in order to track student’s academic status and success, and this can affect the acceptance process.

Partner universities may require a language proficiency exam grade document for your language of education (TOEFL, IELTS, etc.). It is not possible for the student to study in a university if they cannot meet the language requirement for the said university. Since language proficiency requirements differ among universities, it is necessary to check the university’s website for the language requirements before application and to make sure the language requirements can be fulfilled/documented before the deadline.

***Agreements within the framework of Overseas Exchange Program are generally established as “all departments”.

SELECTION CRITERIA

50% of CGPA and 50% of the English language test score are taken into account in selecting prospective Overseas Exchange Program students.

Weighted CGPA is calculated for each applicant depending on the average CGPA in his/her departmental cohort.

Applicants with disabilities (approved by medical report) get 10 additional points. Medical reports concerning their disability must be uploaded to the online application platform before the application deadline.

10 points will be deduced from the overall grade of the students who have benefited from the Overseas Exchange Program before within the same study level. Previous participation in the program in different study levels does not cause any deduction in the overall grade.

10 points will be deduced from the overall grade of the students who have withdrawn from the program after the announced deadline for the previous Overseas Exchange Program Applications.

10 points will be added to the overall score of the students who have been under protection by 2828 Social Services Law. The proving documents must be uploaded to the online application platform before the application deadline.

15 points will be added to the overall score of the students who are the relatives of martyrs and veterans. The proving documents must be uploaded to the online application platform before the application deadline.

IMPORTANT POINTS

Please bear in mind that students:

Should have METU course load of minimum 30 ECTS for the semester in which s/he plans to participate exchange. Those MS and PhD students who completed their course load and in thesis period can also apply as their thesis satisfies the ECTS requirement. However, those students should find a proper thesis advisor at the host institution and get an approval from their thesis advisor at METU before the exchange period.

Should take 30 ECTS course/or 5 courses (when the host university does not use ECTS) at the host university.

Make sure that 30 ECTS courses will be recognized by their departments upon successfully completion.

GRANT & EXPENSES

Overseas Exchange Program is a non-granted (without scholarship) program. Students are responsible for all living, accommodation and personal expenses while at the host institution.

Within the framework of Overseas Exchange Program, selected students are exempt from paying tuition fees to the partner universities (except a few universities like USA/IIT and Israel/Ben Gurion University).

But exchange students must pay their regular tuition fee to METU for each semester spent at the exchange program. This is supposed to be paid at the beginning of the academic semester.
