IMPORTANT ANNOUNCEMENT
The applications to Erasmus+ KA131 Short-Term Doctoral Traineeship within the 2023 project term will be held between 04.09.2023 – 06.10.2023, by 16:00.
In this call, 30 doctoral /post-doc students are expected to be granted from the Erasmus+ funds.
The traineeship period of the selected/placed applicants must be completed before 15 September 2024.
IMPORTANT
Please bear in mind that:
- Doctoral students/new graduates (post-doc) who will perform internship mobility within the scope of Short-Term Doctoral Mobility should carry out their activities in a business abroad, a research institute, a laboratory, an organization or another relevant workplace. Internship mobility should include related research activities of doctoral candidates.
Who can apply?
- Candidates must be full-time students enrolled in a doctoral program at METU or continuing their post-doc studies at METU at the time of application.
-Candidates must have a signed and stamped official acceptance letter from the institution where they will do their traineeship and upload these letters to the online system during the application. A pre-admission letter/e-mail message will also be accepted during the application process.
- Candidates must have a CGPA of at least 3.00 (above 4.00).
- Candidates must have taken any of the English exams accepted by METU or OSYM within the last 5 years and must have this exam result. Valid and relevant language test result must be uploaded to the online system at the time of application.
Start and End Dates of the Application
The application period is 04.09.2023 – 06.10.2023. The application period will end by 16:00.
How to Apply?
All application, selection and placement of traineeship program will be carried out online and through the E-Devlet Career Gate platform initiated by the Turkish National Agency. Application documents should not be physically transmitted, but only uploaded to the relevant section of the Application Portal. It is essential to strictly adhere to the specified date range in order to carry out the online application processes and upload the application documents online.
The application portal, which is configured on the E-Devlet Career Gate platform, will be closed on 06.10.2023 by 16:00. After the specified date and time, no applications or documents can be uploaded into the system. Application procedures will be carried out only through the National Agency Application Portal: https://erasmusbasvuru.ua.gov.tr/ You can find the details about the application portal from the link below.
During the online application, applicants will be asked to submit an acceptance letter obtained from a firm/institution where the traineeship will take place to the system. Late submissions will not be accepted.
The acceptance letters should be signed, stamped and written on a headed paper (antetli kağıt) and include:
- dates & subject of the traineeship
- name of the institution where the traineeship will take place
- name and function of the person who signs the letter
In the acceptance letters, it should be specified that the applicants will work as a trainee rather than a researcher. Those letters including such notions as “research” or “scientific study” will not be accepted.
It is obligatory to have a valid English test score from an exam which was taken within the last 5 years before the application deadline and the test must be one of the exams recognized by METU or organized OSYM.
The traineeship period of the selected/placed applicants must be completed before 15 September 2024.
For the application to be valid, the acceptance letters will be evaluated and should be approved by International Cooperations Office of METU (ICO). During the application period, ICO officers will regularly review the acceptance letters according to the criteria indicated above from the application system. The applicants will be able to make changes in the acceptance letters during the application period.
The eligibility/validity of the acceptance letter will be decided based on the last version uploaded to the online application system by 06.10.2023 before 16:00. Hence, it will not be possible to upload any edited document after this deadline.
Minimum CGPA Requirement for Application
Interested doctoral/post-poc students must have at least 3,0 CGPA out of 4,0.
Language Proficiency Requirement
It is obligatory to have a valid English test score from an exam which was taken within the last 5 years before the application deadline and the test must be one of the exams recognized by METU or organized by OSYM. Without such a valid English test score, the application will not be completed and will not be considered for evaluation. . The valid score can be one of the following options:
International Cooperations Office will discontinue holding English Proficiency Exam for Exchange Programs (EPEEP) based on the University Senate decision given on December 29, 2021. No EPEEP exam will be held starting from 2022. However, students interested in applying to ICO programs such as Erasmus+, Overseas Exchange or Mevlana will be able to bring any English language score taken within the last 5 years before the application period. These scores must be one of the METU or OSYM (YDS/e-YDS/YÖKDİL) recognized exams. Please check which exams are recognized by METU or OSYM from the link and prepare your valid score. You need to upload your language score which is recognized on the application system which will be checked for the validity and eligibility by ICO. The table below will be used for conversion of METU's recognised exams into a grading scale ranging from 1 to 100, the highest score. Then the online system will calculate its 50% for the selection purposes (see Selection Criteria section) as explained below:

Selection Criteria
-A separate quota will be allocated for Research Assistants who are continuing their doctoral studies or carrying out post-doc studies. If this quota is not met, other candidates may be placed in the available quotas at the end of the evaluation.
- According to the rules of the National Agency, the placement scores of the candidates in this program will be based on 50% CGPA and 50% English Language score.
- Candidates who are relatives of Martyrs / Veterans will be given +15 points if they submit an official document during their application.
- Candidates who are under protection under the Law No. 2828 will be given +10 points if they submit an official document during their application.
- Disabled candidates will be awarded +10 points if they submit their disability report during their application.
**To get these additional points, applicants have to submit their official proofs by 06.10.2023 to online application from e-Devlet. It is the applicants’s own responsibility to provide valid and reliable proofs.
Duration of the Activity
METU Rules:
In order to provide mobility opportunities for a higher number of students and because of the budget limitations at METU, candidates to be selected for this type of mobility within the scope of the existing Erasmus+ KA131 budget opportunities will be granted for a minimum of 5 days and a maximum of 14 days.
Program Rules:
Within the scope of the program, internship mobility can be carried out between a minimum of 5 days and a maximum of 30 days

Students can participate in the Erasmus program more than once. The same student may receive grants for mobility periods totaling up to 12 months per each cycle of study (UG, MS, Ph.D.), independently from the number and type of mobility activities. This means the duration of Erasmus grants for Erasmus traineeship mobility and Erasmus student mobility and in a specific cycle of study for a student can be maximum of 12 months.

An individual support grant can be awarded for one travel day before the activity and one travel day following the activity.

* In this case, no additional support is given for the traineeship.
In the case of budget limitations, it is also possible to participate in the program without receiving any grant. Those applicants who would like to participate in the program without a grant need to make the application and their applications need to be evaluated as the others. Those participants with zero grants have to fulfill the rights and obligations of the program.
Students who would like to withdraw from the Erasmus traineeship program should inform ICO about withdrawal decision latest by November 30, 2023. Please bear in mind that students who withdraw from the program after November 30,2023, except for the force- majeure cases, will lose 10 points for their future Erasmus applications at the same study cycle (academic level).
Announcement date of application results: The results will be announced towards end of October, 2023 (expected)
Students may be required to obtain a visa for the traineeship period. Please keep in mind that visa procedures may take a long time and students may have to pay fees for visa application (fee amounts vary). Please consult with the embassy of the related country.

Değerli ODTÜ Mensupları,
Erasmus+ KA131 Personel Eğitim Alma Hareketliliği başvuru dönemi 15.09.2023 – 30.10.2023 tarihleri arasında gerçekleştirilecektir.
Bu proje kapsamında 20 personelimize (17 Avrupaiçi hareketlilik için, 3 İngiltere ve İsviçre hareketliliği için) hibe tahsis edilmesi planlanmaktadır.
Hareketliliğin gerçekleştirilebileceği son tarih 15 Eylül 2024.
Personel eğitim alma hareketliliği Türkiye’de ECHE sahibi bir yükseköğretim kurumunda istihdam edilmiş personelin, program ülkelerinden birinde eğitim almasına imkân sağlayan faaliyet alanıdır.
Bu faaliyet kapsamında kişinin mevcut işi ile ilgili konularda sahip olduğu becerileri geliştirmek üzere çeşitli eğitimler (işbaşı eğitimleri, gözlem süreçleri gibi) alması mümkündür. Bu faaliyette personelin mevcut kurum ve biriminde verdiği hizmetlerin kalitesini attırması, iyi uygulama örneklerini kurumuna ve birimine aktarması ve bu yönde bir tecrübe edinmesi amaçlanmaktadır. Konferans katılımları ise faaliyet kapsamında desteklenememektedir.
Erasmus+ KA131 Personel Eğitim Alma Hareketliliği kapsamında gidilecek kurum ile ODTÜ arasında Erasmus+ anlaşmasının bulunması şartı aranmamaktadır. Ancak gidilen kurumun niteliği ve personelin ODTÜ’deki görevine yapacağı katkı son derece önemlidir. Üniversite dışındaki kurumlardan alınacak kabul mektupları Uluslararası İş Birlikleri Ofisi tarafından bu açıdan incelenecektir. Eğitim almak üzere gidilecek işletme yurtdışında bir eğitim merkezi, araştırma merkezi, yükseköğretim kurumu ya da işletme tanımına uyan diğer bir kuruluş olabilir.
Anlaşmalı bir üniversiteye gidilmek istenmesi durumunda, personel hareketliliğine yönelik üniversitemizin mevcut anlaşma listesi aşağı sunulmaktadır.

1. Başvuru Koşulları
§
ODTÜ Personel Dairesi Başkanlığı tarafından ODTÜ'de "üniversite personeli" olarak tanımlanan Üniversitemiz bünyesindeki tüm personel “Eğitim Alma Hareketliliği” programına başvuru yapabilir.
§
Adayların başvuru sırasında ODTU mensubu ve fiilen görev yapıyor olmaları gerekmektedir.
§
Tercih edilen kurum(lar) ile son başvuru tarihi olan 30 Ekim 2023 tarihinden önce iletişim kurulmuş ve kabul mektuplarının veya ön kabul e-maillerinin alınmış olması beklenmektedir. Başvuru süresi içerisinde antetli, kaşeli ve imzalı kabul mektubu alamayan personelimiz, ön kabul niteliği taşıyan resmi e-posta yazışmalarını başvuru dönemi içerisinde başvuru sistemine kabul belgesi olarak sunabilirler. Fakat ön kabul ile başvuruda bulunan personelin, başvuru son tarihinden itibaren 1 ay içerisinde ilgili kurumdan antetli, kaşeli ve imzalı kabul mektubu almaları gerekmektedir. Kabul mektupları ve ön kabullerin taşıması gereken asgari şartları içeren örnek metinler aşağıda sunulmuştur; bu asgari şartları taşımayan ön kabuller ile yapılan başvurular kabul edilmeyecektir. İlgili ön kabulün karşı kurumlarda rektörlük/dekanlık düzeyinde olması şartı aranmamaktadır, faaliyetin gerçekleşeceği birimden onay alınması yeterlidir. Karşı kurumların kendi davet mektubu formatlarını kullanmaları da mümkündür.
2. Başvuru Belgeleri
1) Online başvuru formu; tüm başvuru ve sonuç işlemleri E-Devlet Kariyer Kapısı platformu üzerinden (https://erasmusbasvuru.ua.gov.tr/) yürütülecektir. Adayların bu platform üzerinden başvurularını tamamlamaları ve başvuru belgelerini de bu platforma yüklemeleri gerekmektedir. Başvuru platformu 15 Eylül-30 Ekim tarihleri arasında açık olacak ve 30 Ekim, 2023 tarihinde saat 17:00’da kapanacaktır. İlgili tarih ve saatten sonra gelen başvurular değerlendirmeye alınmayacaktır.
Başvuru formuna ilişkin rehber ekte görülebilir.
2) Tercih edilen kurumlardan alınan onaylı ön kabul mektubu/mesajı (başvuru sistemine yüklenmesi gerekmektedir).
3) Yabancı Dil Belgesi: Seçim kriterleri belgesinde de görülebileceği üzere adaylara, başvuru sırasında yeterli yabancı dil bilgisine sahip olduğunu (minimum koşullar: YDS ve YÖKDİL C Seviye, ODTÜ İYS 59.5, IELTS 6.0, TOEFL IBT 75) belgelemeleri halinde, ek puan verilecektir. Söz konusu ek puanı alabilmek için yukarıda belirtilen sınav sonuç belgelerine ek olarak, %100 İngilizce dilde eğitim yapan bir üniversiteden lisans veya lisansüstü diploması almış olan mensuplarımız için ilgili diploma örneğini sunmaları da yeterli olacaktır. ODTÜ Yabancı Diller Yüksekokulu (YDYO) tarafından idari personele yönelik düzenlenen İngilizce kurslarının “advanced” seviyesindeki kurunun tamamladığına dair onaylı sertifika da kabul edilmektedir. Yabancı dil belgelerinin son başvuru tarihine (30 Ekim, 2023) kadar sisteme yüklenmesi gerekmektedir; başvuru dönemi içinde başvuru sistemine yabancı dil belgesi yüklememiş adaylara artı puan verilemeyecektir.
3. Seçim Kriterleri
Erasmus+ KA131 Personel Eğitim Alma Hareketliliği başvurularında kullanılan seçim kriterleri ekte görülebilir.
Ulusal Ajans Uygulama El Kitabı’na göre Eğitim Alma Faaliyetinde “idari personel önceliklendirilir.” Söz konusu uygulamaya istinaden; ODTÜ Personel Dairesi Başkanlığı tarafından alınan veriye göre idari kadrosu bulunan (görev birimi ve iş tanımından bağımsız olarak kadro itibariyle) tüm personel, öncelik puanı verilecek aday grubudur.
Yerleştirme puanlarının yetmesi ve uygun hibe ve kota kalması durumlarında öncelik puanı verilmeyen diğer personellerin de yerleştirilmeleri yapılabilecek ve bu adaylar da Personel Eğitim Alma Faaliyeti’nden diğer gruplar gibi yararlanabilecektir.
4. Personel Eğitim Alma Hareketliliği için Asgari ve Azami Süreler
Personel eğitim alma hareketliliği için faaliyet süresi, seyahat hariç en az 2 ve en fazla 5 iş günü olmalıdır. Personel eğitim alma hareketliliğinde, katılım sertifikasında yararlanıcının 2 günden az süre ile faaliyet gerçekleştirdiği durumlarda, faaliyet geçersiz kabul edilir ve yararlanıcıya herhangi bir hibe ödemesi yapılmaz. Hibe hesaplamaları yapılırken minimum 5 günlük faaliyet süresine ek olarak 2 gün de seyahat gününe bireysel hibe sağlanır. Ancak seyahat günleri adına bireysel hibe ödemesi yapılabilmesi için seyahat günlerinin, eğitim alma faaliyetinin gerçekleştiği günlerden farklı günlerde gerçekleşmesi gerekmektedir.
Eğitim alma faaliyetinin, bir sonraki başvuru dönemi olan 15 Eylül, 2024 tarihine kadar gerçekleşmesi gerekmektedir.

* İngiltere ve İsviçre'ye yapılacak hareketlilkler için hibeli grup içerisinden 3 kişilik kontenjan ayrılacaktır. Başvurularında İngiltere veya İsviçre'de bulunan bir yükseköğretim kurumunu tercih eden personellimiz toplam puanlarına göre hibe için kendi aralarında sıralanacaktır.
5.2. Mesafeye Göre Seyahat Desteği Tutarı
Personel hareketliliği faaliyetinden faydalanan personeline ödenecek seyahat gideri miktarı “Mesafe Hesaplayıcı” kullanılarak hesap edilmektedir.
Seyahat desteği çift yönlü bilet ücretinden bağımsız olarak, sabit ve tek seferlik verilmektedir. Gidiş-dönüş bilet ücreti toplam seyahat desteğinden fazla olursa ek seyahat desteği verilemeyecek, az olursa da kalan meblağ geri istenmeyecektir.

Mesafe hesaplayıcısı aracılığı ile personelin yerleşik olduğu yerden, faaliyet yerine kadar olan 2 nokta arasının km değeri tespit edilmeli ve aşağıdaki tablo kullanılarak seyahat hibesi hesaplanmalıdır. Mesafe hesaplayıcıda çıkan kilometrenin aşağıdaki tablodaki hibe karşılığı gidiş-dönüş rakamı olup, söz konusu miktar ikiyle çarpılmaz. Personelin aktarmalı olarak seyahat etmesi, yukarıda belirtilen mesafe hesaplaması ile varılan mesafeyi etkilemez.

Yeşil Seyahat
Personelin her iki yönde de sürdürülebilir ulaşım araçlarını tercih etmesi durumunda (örneğin demiryolu, deniz taşımacılığı, diğer Erasmus+ programı yararlanıcılarıyla araç paylaşımı veya otobüs kullanımı), mesafeye dayalı seyahat hibesi, yeşil seyahat olarak kabul edilir. Hibe miktarı tablonun ilgili kısmına göre hesaplanır. Personelin yeşil seyahat kapsamında değerlendirilip değerlendirilemeyeceği ilgili seyahat belgelerinin Uluslararası İşbirliği Ofisine iletilmesi ve Türkiye Ulusal Ajansı’nın değerlendirilmesi ile belirlenmektedir.
6. Hibesiz Yararlanma Durumu
İdari personelin kurum/birim yönetici onayı olduğu takdirde hibe almaksızın faaliyete katılması mümkündür. Hibesiz personelin farkı, personelin bütçe hesaplamalarına dâhil edilmemesi ve kendisine hiçbir ödeme yapılmamasıdır. Hibe alınmaması personelin seçim sürecine dâhil olmamasına gerekçe değildir. Faaliyetten hibesiz faydalanılabilmesi için de başvuru yapılması ve başvurunun diğer başvurularla beraber değerlendirmeye tabi tutulması gerekmektedir.
7. Engelli Yararlanıcılar için Ek Hibe Desteği
Erasmus+ Programına katılan engelli yararlanıcılara aldıkları standart hibelerine ek olarak özel ihtiyaçlarına yardımcı olmak üzere ilave hibe verilebilmektedir. Engelli öğrenci ve personele fazla hibe verilebilmesi için yararlanıcı yükseköğretim kurumu tarafından Merkezden ilave hibe talebinde bulunulması gerekmektedir. İlave hibe talebi sözleşme dönemi içerisinde, ama her hal ve durumda sözleşme bitiş tarihinden 60 gün öncesine kadar yapılabilir. Merkez her bir başvuruyu özel olarak değerlendirir; ilave hibe verilip verilemeyeceğini, verilebilecekse uygun hibe miktarını kararlaştırır. Erasmus+ Staff Training Mobility applications will be open between 15.09.2023-30.10.2023. Within the scope of this project, it is planned to allocate Erasmus grants to 20 METU personnel (17 for European mobility, 3 for UK and Switzerland mobility).
The very last date on which the mobility can be conducted is 15.09.2024.
Erasmus staff training mobility is the field of activity that allows the staff employed in an ECHE holding higher education institution in Turkey to receive training in one of the program countries. Within the scope of this activity, it is possible for the beneficiary to receive various trainings (such as on-the-job trainings, observations etc.) in order to improve their skills in the subjects related to their current employment. The aim is to increase the quality of the services provided by the personnel in the current institution / unit, to transfer good practice examples to their institution, and to gain related experience in their respective fields. Attendance to conferences cannot be supported within this mobility activity.
Within the scope of Erasmus+ KA131 Staff Training Mobility, there is no requirement to have an Erasmus+ agreement between the institution to be visited and METU. However, the quality of the institution and the contribution to the staff’s duties at METU are important. Acceptance letters from institutions different from universities will be examined by the International Cooperation Office. The suitable institutions can be education centers, research centers, higher education institutions or any other institution that fits the definition of the training.

1. Application Requirements

Candidates must be a METU member and actively working at the time of application.

All personnel of our university, defined as "university personnel" in METU by the METU Personnel Department, can apply for the “training mobility” program.

It is mandatory that the institution, where the training will take place, will be contacted before the application deadline 30 October 2023 and either an acceptance letter or a formal pre-acceptance e-mail must be received. Personnel who could not obtain a letter of acceptance with letterhead, stamp and signature within the application period, can submit the official e-mail correspondence, which is accepted as a pre-acceptance, to the application system as an acceptance document within the application period. However, the personnel who apply with pre-acceptance e-mail must obtain a letter of acceptance from the relevant institution with letterhead, stamp and signature within 1 month after the application deadline. Sample texts containing the minimum requirements for acceptance letters and pre-acceptance e-mail are presented below.

2. Application Documents
Online application form, all applications will be carried out on the E-Government Career Gate platform (https://erasmusbasvuru.ua.gov.tr/) between 15 September 2023 - 30 October 2023. Candidates must complete their applications through this platform and upload their application documents to this platform. The application platform will close on 30 October at 17:00.

· Acceptance letter or formal pre-acceptance e-mail from the preferred university
· English document: Candidates will be awarded a bonus point if they certify that they have sufficient foreign language knowledge at the time of application (minimum requirements: YDS and YÖKDİL C Level, METU IYS 59.5, IELTS 6.0, TOEFL IBT 75). In addition, to receive this bonus point, it is sufficient for our members who have received a bachelor's or graduate degree from a university that offers 100% English-language education to submit the relevant diploma sample. A certified certificate of completion of the "advanced" level of English courses organized by METU School of Foreign Languages for administrative staff is also accepted. Foreign language certificates must be uploaded to the system by the application deadline (October 30, 2023); no bonus points will be awarded to candidates who have not uploaded a foreign language certificate to the application system within the application period.
3. Selection Criteria

According to the Turkish National Agency Implementation Manual, "administrative staff are prioritized" in the Staff Mobility for Training. According to the data provided by the METU Personnel Department, all staff defined as “administrative” (regardless of their job unit and job description) are the candidate group to be given priority points.
In cases where the candidate’s overall points are sufficient and there are suitable grants and quotas left, the personnel who are not given priority points can also be placed and these candidates will be able to benefit from the Staff Mobility for Training like other groups.
4. Minimum and Maximum Periods of Mobility:
The activity period for staff training mobility is determined as minimum 2 working days and maximum 5 days excluding travel. In staff training mobility, in cases where the beneficiary performs activity for less than 2 days in the certificate of participation, the activity is considered invalid and no grant payment is made to the beneficiary. While calculating the grant, a grant is provided for 2 days of travel in addition to a maximum of 5 days of activity. However, in order for the travel day grant to be paid, the travel day must not be included in the activity period.

For mobilities to the UK and Switzerland, a quota of 3 staff will be allocated from the granted group. The staff who prefer a higher education institution in England or Switzerland in their applications will be ranked among themselves for the grant according to their total points.5.2. *Green Travel
In case the staff member prefers sustainable means of transport in both directions (e.g. using railway, maritime transport or bus), the distance-based travel grant is considered as green travel. The grant amount is calculated according to the relevant part of the table. Whether the staff member can be considered within the scope of green travel is determined by the submission of the relevant travel documents to the International Cooperation Office and the evaluation of the Turkish National Agency.
6. Zero Grant Possibility:
Personnel can participate in the activity without receiving a grant if they want and have the approval of the institution/unit manager. The difference of the non-grant personnel is that the personnel are not included in the budget calculations and no payment is made to them. Failure to receive a grant is not a reason for staff not to be included in the selection process. In order to benefit from the activity without a grant, an application must be made and the application must be evaluated together with other applications.
7. Additional Grant Possibility
Beneficiaries with disabilities participating in the Erasmus+ Program can be given additional grants to assist their special needs in addition to the standard grants they receive. In order to be able to give more grants to disabled students and staff, an additional grant request from the Center should be requested by the beneficiary higher education institution. Additional grant requests can be made within the contract period, but in any case, up to 60 days before the end of the contract. The Center evaluates each application individually; It decides whether an additional grant can be given and, if so, the appropriate amount of grant.
