The main list and the waiting list for Erasmus+ KA131 Staff Mobility for Teaching Assignments application final results can be found in the link below:The objections to the application results announced on 27.11.2023, were evaluated within the objection period specified in the result announcement (27.11.2023-03.12.2023).

Applicants’ information on terms of office, the number of international projects, the number of Q1/Q2 publications and the latest diploma were received from the relevant responsible departments and units of METU on 14.11.2023. While calculating the previous mobilities and the regarding scores, the participation until 14.11.2023 was taken into account. Due to the points provided for Master's and Doctorate degrees (only for departments reporting to the Office of the President), the information obtained from the Personnel Department was compared with the diploma documents uploaded by the candidates to the application portal.

Based on the evaluation of the METU Personnel Directorate (PDB) and the decision of METU Exchange Programs Selection Committee, those staff “responsible for teaching” were defined as Dr. Faculty Member, Assoc. Dr., Prof. Dr., and Lecturer (excluding those employed under the law no. 7100). Therefore, since those working in an academic department part-time, at their own will and/or invitation of a unit as well as Research Assistants and/or Lecturers (those employed under the law no. 7100) cannot apply to the program since they are not defined as “responsible for teaching”.
- If candidates uploaded an acceptance letter/pre-acceptance document that does not meet the minimum requirements specified in the application announcement to the application system within the application dates, the relevant application was deemed invalid due to the submission of an "invalid acceptance document".
- If candidates have checked the artificial intelligence and digital skills options regarding the content of their activities, as stated in the selection criteria document in the application announcement, an official document must be submitted during the application to provide points in the relevant categories. For this reason, candidates who did not submit a document in this direction (such as stating in their acceptance letters that the content of their activities will be in this direction) were not awarded the relevant additional points, even if they checked these options on their application forms.
Required Procedures for Awarded Applicants:
Applicants who submitted an invitation e-mail rather than the official invitation letter during the application period should obtain and send the official invitation letter (signed and stamped) to eropeanmobilty@metu.edu.tr until 29 December 2023.
Participants who are selected as Granted Participants (Asil Hibeli) and would like to withdraw from the program should inform ICO until 01.01.2024. For those Granted Participants who inform ICO after the deadline, there will be 10 point deduction for their future application’s overall score.
The participants who are selected as Not Granted (Yedek Hibesiz) will not receive point deduction for their future application’s overall score. If a Granted Participant withdraws from the programme, the first participant in the waiting list will be a Granted Participant and will be notified by ICO. They will have 1 month to notify ICO if they would like to withdraw from the program. Otherwise, there will be 10 point deduction for their future application’s overall score.
10 points will be decreased from the granted participants for their next Erasmus applications (with European countries). Even though the participants do not conduct their mobility yet; 10 points will be decreased because of being selected and granted in this call.
The receiving organisation must be a Programme Country HEI awarded with an ECHE. Before the mobility takes place, both the academic department in METU and partner HEI must sign an interinstitutional agreement. If applicants would like to visit a non-partner HEI, they may talk with the related institution in order to initiate Erasmus+ interinstitutional agreement. The Erasmus+ interinstitutional agreement must be finalized before the mobility takes place.
Duration of the Activities
The teaching activity can take place between 2 days and 5 days excluding travel time. In order to provide mobility opportunity for higher number of staff, the maximum duration of the mobility period for STA is limited to 5 days (excluding travel time) by METU Exchange Programs Commission. In all cases, a teaching activity has to comprise a minimum of 8 hours of teaching per week (or any shorter period of stay). If the teaching activity/teaching hours last less than 2 days/8 hours (minimum requirement), the activity is considered as void and the grant payment is not made for the related activity.
While calculating the grant, a grant is provided for 2 days of travel in addition to a maximum of 5 days of activity. However, in order for the travel day grant to be paid, the travel day must not be included in the activity period.
The activity must be completed until the next application period, which is 15 September 2024. It is not possible for the beneficiaries to conduct their mobility afterwards.

For mobilities to the UK and Switzerland, a quota of 2 teaching staff was allocated from the granted group. The teaching staff who preferred a higher education institution in England or Switzerland in their applications was ranked among themselves for the grant according to their total points.
Travel Amount by Distance
In addition to daily grants, participants will receive a travel support as well. The travel support is a fixed amount and paid once, independent of the price of plane tickets. The travel amount is calculated by using the “Distance Calculator” below:

The distance calculator is used to determine the distance between the location where the staff is residing and the place of activity. The kilometers in distance calculated by the distance calculator corresponds to the round-trip and the amount does not get multiplied by two.

*Green Travel
In case the staff member prefers sustainable means of transport in both directions (e.g. using railway, maritime transport, car-pooling with other Erasmus+ programme beneficiaries or using bus), the distance-based travel grant is considered as green travel. The grant amount is calculated according to the relevant part of the table. Whether the staff member can be considered within the scope of green travel is determined by the submission of the relevant travel documents to the International Cooperation Office and the evaluation of the Turkish National Agency.
Additional Grant for Disabled Participants
For disabled participants, it is possible to receive additional grants to meet their specific needs. In order for the disabled staff to be given additional grants, METU is required to request additional grants from the Turkish National Agency. Applications for additional grants should be made during the term of the contract, but in any case, up to 60 days before the contract end date. The Turkish National Agency will evaluate each application specifically and determine whether the additional grant can be granted, and if so, the appropriate grant amount. Erasmus Staff Mobility without Grant (Zero-Grant)
It is possible to participate in Erasmus+ KA131 programme without getting any grant. Those staff members who would like to participate in the programme on a zero-grant basis need to submit an application to ICO under the current call and their applications will be evaluated along with all the others. Those participants with zero grant also have to fulfil the obligations of the program.

Adayların başvuru sistemine başvuru tarihleri içerisinde başvuru ilanınında belirtilen minimum şartları sağlamayan kabul mektubu/ön kabul belgesi yüklemiş olmaları halinde, ilgili başvuru "geçersiz kabul belgesi" ibrazı nedeniyle geçersiz sayılmıştır.

Adaylarımızın faaliyetlerinin içeriklerine ilişkin yapay zeka ve dijital beceri seçeneklerini işaretlemiş olmaları halinde, başvuru ilanındaki seçim kriterleri belgesinde de belirtildiği üzere, ilgili kategorilerde puan sağlanabilmesi için başvuru sırasında resmi belge ibraz edilmesi gerekmektedir. Bu sebeple bu doğrultuda bir belge ibraz etmemiş olan (kabul mektuplarında faaliyet içeriklerinin bu yönde olacağının belirtilmesi gibi) adaylara, başvuru formlarında bu seçenekleri işaretlemiş olsalar dahi ilgili ek puan verilmemiştir.

Başvuru kriterlerinde belirtilen şartları taşımayan bir dil belgesi/sonucu yüklemiş veya herhangi bir dil belgesi/sonucu yüklememiş adaylar için dil puanı verilmemiştir.
Seçilen Personelin İzlemesi Gereken Süreç
Başvuru sırasında gidilmesi planlanan kurumdan alınan resmi kabul mektubunu teslim etmemiş olan katılımcıların 29 Aralık 2023 tarihine kadar ilgili kurumdan imzalı ve mühürlü davet mektubunu edinmeleri ve europeanmobility@metu.edu.tr adresine göndermeleri gerekmektedir.
Asil (Hibeli) olarak seçilen ve programa katılmaktan vazgeçen adayların 1 Ocak 2024 tarihine kadar Uluslararası İş Birlikleri Ofisi’ni bilgilendirmeleri gerekmektedir. Uluslararası İş Birlikleri Ofisi’ne bu tarihten sonra Asil (Hibeli) adaylar tarafından bildirilen çekilme kararları için adayların bir sonraki başvurularında 10 puan kesinti uygulanacaktır.
Yedek (Hibesiz) olarak seçilen adayların bir sonraki başvurularında 10 puan kesinti uygulanmayacaktır. Asil (Hibeli) adaylardan çekilen olması durumunda açılan kontenjan, yedek listedeki Yedek (Hibesiz) adaylara puan sırası baz alınarak kullandırılacaktır ve ilgili katılımcılara Asil (Hibeli) aday statüsüne geçtikleri bilgisi Uluslararası İş Birlikleri Ofisi tarafından sağlanacaktır. Söz konusu adayların programa katılmaktan vazgeçmeleri halinde 1 ay içerisinde Uluslararası İş Birlikleri Ofisi’ni bilgilendirmeleri gerekecektir. İlgili bilgilendirmenin 1 ay içerisinde yapılmaması halinde adayların bir sonraki başvurularında 10 puan kesinti uygulanacaktır.
Personel Eğitim Alma Hareketliliği için Asgari ve Azami Süreler
Personel eğitim alma hareketliliği için faaliyet süresi, seyahat hariç en az 2 ve en fazla 5 iş günü olmalıdır. Personel eğitim alma hareketliliğinde, katılım sertifikasında yararlanıcının 2 günden az süre ile faaliyet gerçekleştirdiği durumlarda, faaliyet geçersiz kabul edilir ve yararlanıcıya herhangi bir hibe ödemesi yapılmaz. Hibe hesaplamaları yapılırken minimum 5 günlük faaliyet süresine ek olarak 2 gün de seyahat gününe bireysel hibe sağlanır. Ancak seyahat günleri adına bireysel hibe ödemesi yapılabilmesi için seyahat günlerinin, eğitim alma faaliyetinin gerçekleştiği günlerden farklı günlerde gerçekleşmesi gerekmektedir.
Eğitim alma faaliyetinin, bir sonraki başvuru dönemi olan 15 Eylül, 2024 tarihine kadar gerçekleşmesi gerekmektedir.

Mesafeye Göre Seyahat Desteği Tutarı
Personel hareketliliği faaliyetinden faydalanan personeline ödenecek seyahat gideri miktarı “Mesafe Hesaplayıcı” kullanılarak hesap edilmektedir.
Seyahat desteği çift yönlü bilet ücretinden bağımsız olarak, sabit ve tek seferlik verilmektedir. Gidiş-dönüş bilet ücreti toplam seyahat desteğinden fazla olursa ek seyahat desteği verilemeyecek, az olursa da kalan meblağ geri istenmeyecektir.

Mesafe hesaplayıcısı aracılığı ile personelin yerleşik olduğu yerden, faaliyet yerine kadar olan 2 nokta arasının km değeri tespit edilmeli ve aşağıdaki tablo kullanılarak seyahat hibesi hesaplanmalıdır. Mesafe hesaplayıcıda çıkan kilometrenin aşağıdaki tablodaki hibe karşılığı gidiş-dönüş rakamı olup, söz konusu miktar ikiyle çarpılmaz. Personelin aktarmalı olarak seyahat etmesi, yukarıda belirtilen mesafe hesaplaması ile varılan mesafeyi etkilemez.

Yeşil Seyahat
Personelin her iki yönde de sürdürülebilir ulaşım araçlarını tercih etmesi durumunda (örneğin demiryolu, deniz taşımacılığı, diğer Erasmus+ programı yararlanıcılarıyla araç paylaşımı veya otobüs kullanımı), mesafeye dayalı seyahat hibesi, yeşil seyahat olarak kabul edilir. Hibe miktarı tablonun ilgili kısmına göre hesaplanır. Personelin yeşil seyahat kapsamında değerlendirilip değerlendirilemeyeceği ilgili seyahat belgelerinin Uluslararası İşbirliği Ofisine iletilmesi ve Türkiye Ulusal Ajansı’nın değerlendirilmesi ile belirlenmektedir.
Hibesiz Yararlanma Durumu
İdari personelin kurum/birim yönetici onayı olduğu takdirde hibe almaksızın faaliyete katılması mümkündür. Hibesiz personelin farkı, personelin bütçe hesaplamalarına dâhil edilmemesi ve kendisine hiçbir ödeme yapılmamasıdır. Hibe alınmaması personelin seçim sürecine dâhil olmamasına gerekçe değildir. Faaliyetten hibesiz faydalanılabilmesi için de başvuru yapılması ve başvurunun diğer başvurularla beraber değerlendirmeye tabi tutulması gerekmektedir.
Engelli Yararlanıcılar için Ek Hibe Desteği
Erasmus+ Programına katılan engelli yararlanıcılara aldıkları standart hibelerine ek olarak özel ihtiyaçlarına yardımcı olmak üzere ilave hibe verilebilmektedir. Engelli öğrenci ve personele fazla hibe verilebilmesi için yararlanıcı yükseköğretim kurumu tarafından Merkezden ilave hibe talebinde bulunulması gerekmektedir. İlave hibe talebi sözleşme dönemi içerisinde, ama her hal ve durumda sözleşme bitiş tarihinden 60 gün öncesine kadar yapılabilir. Merkez her bir başvuruyu özel olarak değerlendirir; ilave hibe verilip verilemeyeceğini, verilebilecekse uygun hibe miktarını kararlaştırır. Başvuru formları, Merkezin internet sitesinde, [https://goo.gl/srJwkS] yayımlanmaktadır.

According to the Turkish National Agency Implementation Manual, "administrative staff are prioritized" in the Staff Mobility for Training. According to the data provided by the METU Personnel Department, all staff defined as “administrative” (regardless of their job unit and job description) are the candidate group to be given priority points.

The activity period for staff training mobility is determined as minimum 2 working days and maximum 5 days excluding travel. In staff training mobility, in cases where the beneficiary performs activity for less than 2 days in the certificate of participation, the activity is considered invalid and no grant payment is made to the beneficiary. While calculating the grant, a grant is provided for 2 days of travel in addition to a maximum of 5 days of activity. However, in order for the travel day grant to be paid, the travel day must not be included in the activity period.

Zero Grant Possibility:
Personnel can participate in the activity without receiving a grant if they want and have the approval of the institution/unit manager. The difference of the non-grant personnel is that the personnel are not included in the budget calculations and no payment is made to them. Failure to receive a grant is not a reason for staff not to be included in the selection process. In order to benefit from the activity without a grant, an application must be made and the application must be evaluated together with other applications.
Additional Grant Possibility
Beneficiaries with disabilities participating in the Erasmus+ Program can be given additional grants to assist their special needs in addition to the standard grants they receive. In order to be able to give more grants to disabled students and staff, an additional grant request from the Center should be requested by the beneficiary higher education institution. Additional grant requests can be made within the contract period, but in any case, up to 60 days before the end of the contract. The Center evaluates each application individually; It decides whether an additional grant can be given and, if so, the appropriate amount of grant. Sizlerin de bildiği gibi üniversite kuralları gereği hibe ödemelerinin gerçekleşebilmesi için ilgili ödeme belgelerinin üniversitiemiz muhasebesine iletilmesi gerekiyor . Her yıl olduğu gibi bu yıl da üniversitemiz muhasebesi yıl sonu kapama işlemleri sebebiyle Aralık-Ocak arasında yeni ödeme belgeleri teslim almayacaktır. Dolayısıyla muhasebe işlemlerinin kapalı olacağı belirtilen dönemde hareketlilik öncesi veya sonrası ödemelerinin tarafınıza iletilebilmesi için, hareketliliğinizle ilgili gerekli evrakların ofis danışmanlarınıza iletilmesi gerekmektedir. Ödeme süreçlerinin başlatılabilmesi için tüm belgelerinizin tamamlanmış olması gerektiğini tekrar hatırlatmak isteriz.
8 Aralık 2023 tarhine kadar hareketlilik öncesi veya hareketlilik sonrası belgelerinizi tamamlarsanız ilgili hibe aödemesi için işlemlerinizi başlatabileceğiz. Bu tarihten sonra belgelerinizin tamamlanması halinde hibe ödemeleri için Ocak ayı ortasında muhasebe işlemlerinin tekrardan başlamasını beklemek durumunda kalacağız. 8 Aralık 2023 tarihinden sonra teslim edilen belgelerin ödemlerinin Şubat ayı ortasını bulabileceğini de hatırlatmak isteriz.

As you know, in order for the grant payments to be made in accordance with the university rules, the relevant payment documents must be submitted to our university accounting. This year, as every year, our university accounting will not receive new payment documents between December and January due to year-end closing procedures. Therefore, in order for the pre- or post-mobility payments to be sent to you during the period when the accounting procedures will be closed, the necessary documents related to your mobility should be forwarded to your office consultants. We would like to remind you again that all your documents must be completed in order to start the payment processes.
If you complete your pre-mobility or post-mobility documents by December 8, 2023, we will be able to start the process for the relevant grant payment. If your documents are completed after this date, we will have to wait for the accounting processes to start again in mid-January for grant payments. For documents submitted after December 8, 2023, we would like to remind you that the payments may take until mid-February.
