Erasmus+ KA107 Personel Eğitim Alma Hareketliliği 1. başvuru dönemi (2017-19 proje dönemi kapsamında) 22 Ekim-28 Kasım, 2018 tarihleri arasında gerçekleştirilecektir.

Erasmus+ KA107 Personel Eğitim Alma Hareketliliği kapsamında gidilecek kurum ile ODTÜ arasında Erasmus+ anlaşmasının bulunması şartı aranmaktadır. Mevcut başvuru dönemine ait ortak ülkeler ve anlaşmalı üniversitelerin listesi ekte görülebilir. Program bütçesi yalnızca ekteki listede yer alan partner kurumlar için kullanılabilir. Listede yer almayan ve ODTÜ ile Erasmus+ anlaşması bulunmayan kurumların ziyaret edilmesi mümkün değildir.

Bu faaliyet kapsamında idari görev yapmak üzere istihdam edilen personelin mevcut işi ile ilgili konularda sahip olduğu becerileri geliştirmek üzere çeşitli eğitimler (işbaşı eğitimleri, gözlem süreçleri, organize personel hareketliliği haftaları gibi) alması mümkündür. Bu faaliyette personelin mevcut kurum ve biriminde verdiği hizmetlerin kalitesini attırması, iyi uygulama örneklerini kurumuna ve birimine aktarması ve bu yönde bir tecrübe edinmesi amaçlanmaktadır. Konferans katılımları ise faaliyet kapsamında desteklenememektedir.

 

1) Başvuru Koşulları

• Adayların başvuru sırasında ODTU mensubu olmaları ve fiilen görev yapmaları gerekmektedir.
• Üniversitemizde Daire Başkanlıkları, Rektörlüğe bağlı birimler, akademik bölümler ve merkezlerde memur, uzman, eğitim-öğretim planlayıcısı, çevirici, 33.madde kadrolarında çalışan personelin bu faaliyet türüne katılmaları uygun görülmektedir. 50/D kadrosundaki personelden yalnızca tam zamanlı idari görevi bulunan personelin bu faaliyet türüne katılması uygundur.
• Adayların başvuru sırasında yeterli yabancı dil bilgisine sahip olduğunu (minimum koşullar: YDS/YÖKDİL C, İYS 59.5, IELTS 6.0, TOEFL IBT 75) belgelemeleri gerekmektedir. Yabancı dille eğitim yapan bir üniversiteden lisans veya yüksek lisans diploması almış olan mensuplarımızın ilgili diploma örneğini sunmaları yeterlidir. 
• Adaylar en fazla 3 ülke için başvuru yapabilirler. Birden fazla ülkeye başvuran adayların en çok istedikleri ülkeyi ilk tercihlerine yazmaları ve tercihlerini sıralamaları gerekmektedir.
• Başvurulan her ülke için bir üniversiteden ön kabul alınması gerekmektedir. Tercih edilen kurum(lar) ile son başvuru tarihi olan 28 Kasım 2018 tarihinden önce iletişim kurulmuş ve e-posta aracılığıyla da olsa on kabul alınmış olması beklenmektedir.
• Ön kabul almayan adaylar secim surecinde değerlendirmeye alınmayacaktır. İlgili ön kabulün rektörlük/dekanlık düzeyinde olması şartı aranmamaktadır, faaliyetin gerçekleşeceği birimden onay alınması yeterlidir.

 

2) Başvuru Belgeleri

• Tercih edilen üniversiteden alınan onaylı ön kabul mektubu/mesajı (ön kabul için hazırlanmış örnek davet mektubu ekte bulunabilir; üniversitelerin kendi davet mektuplarını kullanmaları da mümkündür)
• Başvuru formu (ekte)
• Yabancı dil bilgisine ait belge

Başvuru belgelerinin 28 Kasım 2018 tarihine kadar akkol@metu.edu.tr adresine gönderilmesi gerekmektedir. 

 

3) Seçim Kriterleri 

Erasmus+ KA107 Personel Eğitim Alma Hareketliliği başvurularında kullanılan seçim kriterleri ekte görülebilir.

 

4) Personel Eğitim Alma Hareketliliği için Asgari ve Azami Süreler 

Personel eğitim alma hareketliliği için faaliyet süresi, seyahat hariç en az 5 iş günü olmalıdır. Personel eğitim alma hareketliliğinde, katılım sertifikasında yararlanıcının 5 günden az süre ile faaliyet gerçekleştirdiği durumlarda, faaliyet geçersiz kabul edilir ve yararlanıcıya herhangi bir hibe ödemesi yapılmaz. Hibe hesaplamaları yapılırken minimum 5 günlük faaliyet süresine ek olarak 2 gün de seyahat gününe hibe sağlanır. Ancak seyahat günü hibesinin sağlanabilmesi için seyahat günlerinin faaliyet süresine dâhil olmaması gerekmektedir.

Üniversitemiz bünyesinde daha çok sayıda personelin programdan yararlanmasını sağlamak amacıyla, ilgili ülkenin bütçesine göre, maksimum hareketlilik süresi 1 ya da 2 hafta olarak belirlenmiştir. Talebin yüksek olması durumunda, hareketlilik süresi tüm ülkeler için 1 hafta ile de sınırlandırılabilecektir.

Partner listesindeki “Maksimum Hareketlilik Süresi” kısmı, ilgili ülkede hibelendirilebilecek maksimum faaliyet süresini göstermektedir. Bir haftadan daha uzun hareketlilikleri desteklemek üzere hibe bulunan ülkelerde, yalnızca bir başvuru olması durumunda, tüm ülke bütçesinin bir adaya verilmesi mümkündür. Birden fazla başvuru olması durumunda ise mevcut ülke bütçesi, program kuralları kapsamında en yüksek puanlı adaylar arasında paylaştırılacaktır.

Eğitim alma faaliyetinin 15 Mayıs 2019 tarihine kadar gerçekleşmesi gerekmektedir. Yararlanıcıların 15 Mayıs 2019 tarihinden sonra faaliyete katılmaları mümkün değildir.

 

5) Erasmus+ Hibe Miktarları

5. 1) Erasmus+ Günlük Hibe Miktarları

Erasmus+ KA107 Personel Eğitim Alma faaliyetinden yararlanacak personele verilecek olan gündelik hibe miktarı tüm ülkeler için günlük 160 Avro’dur. 14 günü aşan hareketliliklerde günlük hibe miktarı 112 Avro olmaktadır. Programdan hibesiz olarak yararlanmak da mümkündür.

(Seyahat günleri hariç) hafta sonu günleri için hibe ödemesi yapılmaz. Toplam seyahat süresinin 2 günü aştığı durumlarda aşan günler için hibe ödenmemektedir (seyahat günleri için maksimum 2 günlük ödenir).

 

5.2) Mesafeye Göre Seyahat Desteği Tutarı

Personel hareketliliği faaliyetinden faydalanan personeline ödenecek seyahat gideri miktarı “Mesafe Hesaplayıcı” kullanılarak hesap edilmektedir.

Seyahat desteği çift yönlü bilet ücretinden bağımsız olarak verilmektedir. Gidiş-dönüş bilet ücreti toplam seyahat desteğinden fazla olursa ek seyahat desteği verilmeyecek, az olursa kalan meblağ geri istenmeyecektir.

Mesafe hesaplayıcısına aşağıdaki bağlantıdan ulaşılabilmektedir:

Mesafe hesaplayıcısı aracılığı ile personelin yerleşik olduğu yerden, faaliyet yerine kadar olan 2 nokta arasının km değeri tespit edilmeli ve aşağıdaki tablo kullanılarak seyahat hibesi hesaplanmalıdır. Mesafe hesaplayıcıda çıkan kilometrenin aşağıdaki tablodaki hibe karşılığı gidiş-dönüş rakamı olup, söz konusu miktar ikiyle çarpılmaz. Personelin aktarmalı olarak seyahat etmesi, yukarıda belirtilen mesafe hesaplaması ile varılan mesafeyi etkilemez.

5.3) Örnek Hibe Hesaplaması

Örneğin Ukrayna’da gerçekleşecek 5 günlük eğitim alma faaliyeti için aşağıdaki şekilde hibe hesaplaması yapılır:

160*5 (hareketlilik günleri) + 160*2 (seyahat günleri) + 275 (seyahat desteği) = 1395 €.

 

6) Hibesiz Yararlanma Durumu

İdari personelin kurum/birim yönetici onayı olduğu takdirde hibe almaksızın faaliyete katılması mümkündür. Hibesiz personelin farkı, personelin bütçe hesaplamalarına dâhil edilmemesi ve kendisine hiçbir ödeme yapılmamasıdır. Hibe alınmaması personelin seçim sürecine dâhil olmamasına gerekçe değildir. Faaliyetten hibesiz faydalanılabilmesi için de başvuru yapılması ve başvurunun diğer başvurularla beraber değerlendirmeye tabi tutulması gerekmektedir.

 

7) Engelli Yararlanıcılar için Ek Hibe Desteği

Erasmus+ Programına katılan engelli yararlanıcılara aldıkları standart hibelerine ek olarak özel ihtiyaçlarına yardımcı olmak üzere ilave hibe verilebilmektedir. Engelli öğrenci ve personele fazla hibe verilebilmesi için yararlanıcı yükseköğretim kurumu tarafından Merkezden ilave hibe talebinde bulunulması gerekmektedir. İlave hibe talebi sözleşme dönemi içerisinde, ama her hal ve durumda sözleşme bitiş tarihinden 60 gün öncesine kadar yapılabilir. Merkez her bir başvuruyu özel olarak değerlendirir; ilave hibe verilip verilemeyeceğini, verilebilecekse uygun hibe miktarını kararlaştırır. Erasmus+ KA107 Personel Eğitim Alma Hareketliliği 2. başvuru dönemi (2018-20 proje dönemi kapsamında) Nisan-Mayıs ayları arasında (kesinleşen başvuru tarihleri daha sonra ilan edilecektir) gerçekleştirilecektir. 2. başvuru döneminde ABD, Avustralya, Japonya, Kanada, Kolombiya, Sırbistan, Tayland ve Ukrayna gibi ülkelerin yer aldığı farklı bir kurum listesi yer alacaktır. 2. başvuru dönemi kapsamındaki hareketliliklerin 15 Mayıs 2020 tarihine kadar gerçekleştirilmesi gerekecektir. İki başvuru dönemi planlanmasının sebebi, Erasmus+ proje dönemlerinin her birinde üniversitemize farklı ülkeler özelinde tahsis edilen farklı bütçe ve hibe miktarlarıdır.

Dear Faculty/Institute Members,

The application period (1st call) for the funded program "Academic Staff Mobility for Teaching to non-European countries" (Erasmus+ KA107 Program) will be held between 22 October and 28 November 2018.  The application deadline is November 28, 2018. According to the Program rules, the mobility activities within the framework of this 1st call must be completed until 15 May 2019.

For this call of Erasmus+ KA107 Staff Mobility for Teaching Assignments, please find the attached list of countries/partner universities, which can be visited. In this specific call, total available funding for Israel and Iran is up to 2 weeks each and funding available is 4 weeks for Russia. The Program budget can only be used for mobility to the partner universities in the list specific to this call. Funding cannot be provided for mobility towards universities other than those in the attached list.

Erasmus+ KA107 Staff Mobility for Teaching Assignments (STA) is a fully funded mobility activity that allows academic staff of a Higher Education Institution (HEI) to teach and carry joint academic/educational activities at a partner HEI in the program countries around the globe. Erasmus+ KA107 Staff Mobility for Teaching Assignments might include a variety of activities such as lecturing, hands-on teaching activities, giving a seminar and organizing a workshop.

 

1. Application Conditions (Minimum Requirements):

• Applicants must be a member of METU and they must actively work at the time of application,
• Applicants must be employed for teaching and lecturing at METU (i.e. staff who works as Instructor, Assistant Professor, Associate Professor and Professor)
• Applicants are expected to get in touch with the preferred HEI (from the list) and receive an acceptance letter (or e-mail) prior to the application deadline (28 November 2018).  

 

2. Application Procedure & Application Documents

Step 1: Check the attached Partner list to see availability of funding for country/university for this specific call.

Step 2: Obtain an Acceptance Letter or e-mail (either from the International Office or related academic department at the partner university) and fill in the Application form. An acceptance letter is a pre-admission document/e-mail sent by an official from the preferred partner university. You can find a draft for pre-admission letter for your use attached. The letter needs to be submitted together with the Application form  to METU ICO (akkol@metu.edu.tr) prior to the application deadline.

Step 3: All applications will be evaluated by METU ICO according to the fair and transparent selection criteria and the results will be announced at www.ico.metu.edu.tr

Important note: Applications of those candidates who have not received pre-admission will not be evaluated in the selection process.

Important note: It is possible to apply for more than one countries (3 preferences). But, the applicants need to submit an acceptance letter or pre-admission e-mail for each of their preferences.  

 

3. Selection Criteria:

4. Duration of the Activities

According to KA107 program rules, duration of teaching mobility ranges from 5 days to 2 months (max.) excluding travel time. In order to learn the maximum duration of the teaching activity that can be funded, please check the Partner list for this call.

In the list, “maximum week” column indicates the maximum number of weeks available in the related country budget. For those countries which have a budget to support more than one week, it may be possible to allocate the whole budget for one teaching staff, if there is only one applicant. In case of having more than one application, the available budget will be shared among applicants according to program rules.

For one-week participation, the teaching activity has to comprise a minimum of 8 hours of teaching per week (5 days) and there must be a teaching activity for the each day of the mobility. For teaching activities that will last more than one week, the minimum teaching hour must be calculated in proportion to the minimum requirement (e.g., 16 hours/2 weeks, 24 hours/3 weeks).

Important note: If the teaching activity/teaching hours last less than the minimum requirements, the activity is considered as void by the funding body and the grant payment will not be made for the related activity.

The activity must take place until 15 May 2019. It is not possible for the beneficiaries to conduct their mobility after 15 May, 2019.

 

5. Erasmus+ Funding Amounts

5.1. Daily Grant Amounts

For the mobility period, the grant per day will be 160 € for all countries. For the mobility period exceeding 14 days, the grant per day will be 112€.

Except travel days, no daily grant is paid for weekends.

Even if the travel days exceed 2 days, it is not possible for beneficiaries to receive daily grants for more than 2 days of travel. 

5.2. Travel Amount by Distance

In addition to these daily grants, participants will receive a travel support as well. The travel support is a fixed amount, independent of the price of plane tickets. The travel amount is calculated by using the “Distance Calculator” below:

The distance calculator is used to determine the distance between the location where the staff is residing and the place of activity. The kilometers in distance calculated by the distance calculator corresponds to the round-trip and the amount does not get multiplied two.

5.3. A Sample of Grant Calculation

For example, if you visit Iran for 1 week, the total grant will be: 160*5 (mobility days) + 160*2 (travel days) + 275 (travel support) = 1395 €.

For the mobility period exceeding 14 days, the grant per day will be 112€. For example, if you visit Russia for 3 weeks, the total grant will be: 160*14 (mobility days) +112*1 (mobility days exceeding 14)+112*2 (travel days) + 275 (travel support) = 2851 €.

 

6. Additional Grant for Disabled Participants

For disabled participants, it is possible to receive additional grants to meet their specific needs. In order for the disabled staff to be given additional grants, the beneficiary higher education institution is required to request additional grants from the Turkish National Agency. The applications for additional grants should be made during the term of the contract, but in any case up to 60 days before the contract end date. The Turkish National Agency will evaluate each application specifically and determine whether the additional grant can be granted, and if so, the appropriate grant amount. 7. Erasmus Staff Mobility without Grant (Zero-Grant) 

It is possible to participate in Erasmus staff mobility programme without a grant. Those staff members who would like to participate in the programme without a grant need to submit an application and their applications need to be evaluated along with all the others. Those participants with zero grant also have to fulfill rights and obligations of the program.

Note: A second call of application period is planned for April-May 2019 (the exact dates will be announced later). In the 2nd call, there will be a different list of countries including Australia, Canada, Japan, Serbia, Thailand, Ukraine, United States and so on. The mobility activities within the framework of the 2nd call will need to take place until 15 May 2020. Seperate application periods are planned because of the different countries and program budgets offered in two separate Erasmus+ project periods.

The EPEEP Exam (English Proficiency Exam for Exchange Programs) will be held on March 2, 2019.  EPEEP is valid for two consecutive years and students who have taken the exam in the previous 2 years may apply with a previous score. The Erasmus+ KA103 Applications will be made between February 6 - 26, 2019.

Ulusal Ajans 2018-2019 akademik yılı için Üniversitelere tahsis ettiği hibe miktarları açıklanmıştır. Bu listede görebileceğiniz gibi overall sıralamasına göre ilk 400 öğrencimize (Main List) hibe verilmesi öngörülmüştür . Diğer öğrencilerimiz de yedek listede (waiting List) olacaklar ve hibeli öğrencilerden çekilen oldukça yedek listedeki öğrencilere overall puan sıralamasına göre hibe verilecektir. Erasmus programına katılmaktan vazgeçen öğrencilerin en kısa zamanda bilgi vermeleri, yedek listede bulunan öğrencilerin işlemlerini tamamlayabilmeleri için önem taşımaktadır.

Hibelerin Ulusal Ajans tarafından üniversitemiz hesabına ne zaman aktarılacağı konusunda henüz bilgi verilmemiştir. Yine de geçen seneki deneyimlerimize göre en erken Ekim ayı ortasında hibelerin hesaplarınıza yatırılabileceğini söyleyebiliriz. Ancak öğrencilerimizin yurtdışına çıkmadan önce tüm işlemlerini bitirmiş olarak gitmesi gerektiğini hatırlatmak isteriz.
Hibeli ve hibesiz tüm öğrencilerin aşağıdaki linkte belirtilen işlemleri tamamlaması zorunludur. Bu işlemleri tamamlamayan öğrencilerin Erasmus programına katılımı iptal edilecektir.

Güz döneminde gidecek öğrencilerin OLS sınavlarıyla ilgili duyuru daha sonra yapılacaktır.

Bahar dönemi gidecek öğrenciler için Ekim başında bilgilendirme toplantıları yapılacaktır, toplantı ile ilgili detaylı bilgiler web sayfamızda duyurualacaktır.

Turkish National Agency has recently announced the grant amounts distrubuted to universities for the 2018-2019 academic year. As you can see from this list, first 400 students (Main List) based on their overall scores are awarded with Erasmus grant. Other students will be on the waiting list; and they will be awarded grant if the students in the main list withdraw from the program; according to their overall grades. We would like to remind that students who plan to withdraw from Erasmus Program should inform their advisors as soon as possible, since it is highly important for students who are in the waiting list to complete their application procedures.

We did not have information when Turkish National Agency will transfer the grants to our university. On the other hand, students should expect to have their grants earliest by mid-October, based on previous years' experience. However, all the students should complete Erasmus procedures before going aborad.

Both students with and without grant should complete all the procedures explained below. The students who don’t complete the procedures will not be able to participate in Erasmus Program. Information about the OLS exam of fall semester students will be announced later.

For the students who will participate in the Program in spring semester, information meetings will be held at the beginning of October. The details on these meetings will be later announced in the office web page.
